ATSP - Definitions

Contract Data Requirements List (CDRL).  On each task,  the Government  may specify data requirements or the contractor may be requested to propose data requirements. These decisions are based on the needs of the Government. Content and format of CDRLs are tailored in each CET/DO. Any CDRL that is active at the time the CET/DO is awarded can be required.

Data. Required data development, management, and delivery are specified in each task.

Form, Fit, and/or Function (FFF) Replacements.  FFF replacements for electronics range from discrete components through integrated circuits, circuit boards, modules, assemblies, subsystems, and systems. The driving force behind FFF replacements is to provide a solution, not to change the performance envelope. Performance improvements may be a by-product of the engineering effort, however they are not the project drivers. FFF replacements may use any available technology from the most common to the most advanced. Many DMSMS problems are solved with FFF replacements.

Insertions and Applications of Advanced Electronics Technology.  Advanced technology insertions and applications include software engineering/development; rapid prototyping of hardware and software; development of integrated toolsets and environments for design, fabrication, and test; and the prototyping and limited production of both hardware and software. It includes the development of peculiar support equipment and an integration support capability for the products developed. Definitions for advanced technology insertions and applications:

  1. Advanced technology is defined as "new" state-of-the-art technologies, products and processes that are presently not widely used in mission critical systems.
  2. Advanced technology insertion is defined as the introduction of advanced technology into an existing item, such as a component, assembly, subsystem, or system so as to foster its operational use.
  3. Advanced technology application is defined as the introduction of an advanced technology for a particular purpose or in a special/uncommon way. Advanced technology applications are generally not related to an existing item.

Integrated Data Environment. An Integrated Data Environment (IDE) facilitates the generation, exchange, storage and management of Continuous Acquisition and Lifecycle Support (CALS) compliant electronic data. The IDE provides near real-time task and program data through a secure, controlled access Internet site that is available to any authorized user at any time from any terminal.

Limited Production.  Limited production is ordered when the Government considers it advanta­geous to do so. Limited production applies only to products developed on the ATSP2 Delivery Order contracts; other production (e.g., spares from build-to data) is not permitted. Typically the Government orders limited production as an interim measure prior to the competition of follow-on production, to take advantage of incidental production, or when determined to be more cost- or time effective than follow-on production competition. This level of limited production is not considered follow-on production in the conventional sense.

Logistics Support.  Logistics Support may be required for items, systems, methods, procedures, and processes when they are designed, developed, acquired, or provided on the ATSP2 contracts. Logistics support may occur during development and/or as a follow-on activity to development. Logistics support includes interim contractor support, extended engineering support, extended testing support, supplies, maintenance, repairs, operator training, and validation and correction of data. The Government decides what logistics support is required on any task and bases the decision on the needs of the Government.

Reprocurement Data.  Full reprocurement data is provided when the Government considers it advantageous to do so. On each task, the Government decides how much reprocurement data is required and the necessary formats. These decisions are based on the needs of the Government, the cost effectiveness of the alternatives, and in some cases include consideration of data rights. The basic intent is to enable competition for follow-on production.

Training.  Training may be required for items, systems, methods, procedures, and processes when they are designed, developed, acquired, or provided on the ATSP2 contracts. Training includes the services, materials, and technical interchange used to instruct personnel to acquire sufficient concepts, skills and aptitudes to efficiently and safely operate and maintain the items, systems, methods, procedures, and processes. Training also includes vendor training, familiari­zation, and orientation. The Government decides what training is required on any task and bases the decision on the needs of the Government.

Warranties.  Warranties may be required for items, systems, methods, procedures and processes when they are designed, developed, acquired, or provided on the ATSP2 contracts. The Government decides what warranties are required on any task and bases these decisions on the needs of the Government.
