Description

Supervises group of Subcontract Administrators who develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. SCAs also prepare bid packages, conduct bidders conferences, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts. Responsible for overseeing SCAs who Negotiate and coordinate additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures.

Qualifications

Basic Qualifications:

 

8 years Aerospace/Defense Industry subcontract/procurement experience; 6 years with business-related master's degree with increasing levels of responsibility.

Secret clearance with update within last 6 years or be able to obtain clearance within 3 months of employment start (this will be verified by NG Security)

Must be willing to travel.




Preferred Qualifications:

 

Experience working collaboratively within a diverse team environment and across multiple disciplines.

Experience developing price and cost analyses and negotiating high dollar, complex proposals, awarding and administering critical subcontracts.

Ability to communicate effectively both in writing and verbally.

Demonstrated understanding of Integrated Master Schedule and dependencies.

Proficient computer skills including Word, Excel, Power Point, Project and SAP-based procurement systems.

Project management skills and ability to teach these skills to others.

Expert with cost reimbursement, fixed price, time and material type subcontracts including the development of unique incentives.

Expert with terms and conditions negotiations and technical documents definition.

Knowledgeable of FAR/DFAR

Must be able to determine supplier's proposal compliance with TINA

Ability to work independently, to make decisions and to solve problems.

Ability to interpret policies and procedures and apply concepts.

Ability to effectively engagae supplier and NG senior leadership to resolve issues.

Experience briefing program and functional leadership.

Ability and willingness to develop talents of subordinates.

Self-starter with the ability to multitask and manage time efficiently.

Recruit, select, train, assess performance, assign work, determine salary of subordinates.
