Northrop Grumman Technology Services is seeking an experienced Principal Supply Chain Subcontract Specialist at our Oklahoma City, OK facility.


The successful candidate will be responsible for executing major procurement activities and providing contractual support and documentation to suppliers in support of proposals and programs.


Specific responsibilities include interfacing and corresponding with suppliers, develop sourcing/evaluation strategies; supplier identification; source selection; coordinate export control/security requirements; prepare/issue RFPs with

appropriate customer flow downs and terms & conditions; proposal evaluation; conduct negotiations to meet contract/program targets/schedule, terms & conditions/payment terms for materials & services; administering resultant

subcontracts; ensure compliance with FAR/DFARS regulations and purchasing policies & procedures; validate pricing; and maintain proper PO files with correct documentation in accordance with company procedures.


Additionally, the Principal Supply Chain Subcontract Specialist is responsible for management of subcontract modifications, which includes coordination of required additions, deletions, or other modifications or formal documented communication to subcontractors, arranging and participating in supplier meetings and controlling and reporting supplier progress.


Roles and responsibilities of will include:

  • Compliance with company policies and procedures and maximizing company cost savings and profit.
  • Preparing Non-Disclosure Agreements, Teaming Agreements, and Memorandums of Agreement.
  • Drafting and compiling Request for Proposal packages to include Statements of Work, Technical/Quality Specifications, Terms and Conditions, and Proposal Preparation and Pricing  Requirements / Templates.
  • Analyzing and evaluating subcontractor proposals to determine adequacy, and recommending suppliers and negotiation strategies to meet NGTS performance objectives.
  • Providing subcontractor pricing, deviations from scope and/or price/cost analyses and justifications, and technical data assertions to the Contracts group during the prime proposal preparation phase.
  • Negotiating price and deviations from work statements, schedule, and/or terms and conditions, while working closely with the program team.
  • Writing formal awards, processing internal justifications, and documenting files in preparation for internal and external reviews. 
  • Administering resulting subcontracts with minimal supervision, ensuring that all requirements are performed in accordance with all contractual, company, and government requirements.
  • Coordinating and negotiating modifications to subcontracts as required.
  • Preparing and maintaining subcontract files extensive and detailed enough to permit informed decision-making by management and successful internal or external audit. 
  • Supporting Subcontract Management Teams that include representatives from the Program Management, Contracts, Engineering, Mission Assurance, and Program Controls functions.
  • Providing leadership during the execution of subcontracts; representing NGTS throughout the lifecycle of subcontracts and maintaining strong supplier relations.
  • Identification, communication, mitigation, and resolution of subcontractor-related risks and issues.
  • Collaborating with the responsible Subcontract Management Teams and facilitating meetings between NGTS and subcontractors as appropriate to bring closure to open actions. 
  • Promoting awareness and understanding of the subcontracting process with respect to Subcontracts roles and responsibilities.


 Basic Qualifications

  • Bachelors Degree in Business, Supply Chain Management, Procurement/Contracts, Finance, or related field with a minimum of 6 years experience -OR- a Masters  in Business, Supply Chain Management, Procurement/Contracts, Finance, or related field  with a minimum of 4 years of experience.

Demonstrated experience performing many aspects of federal and          commercial subcontract management and administration from source selection through subcontract close-out for multiple subcontract types.


Demonstrated ability to solicit and evaluate subcontractor proposals.


Demonstrated negotiation skills and creativity to develop solutions to subcontract problems.


Thorough understanding of Government contracting (to include FAR/DARS) and key business processes.


Demonstrated experience working with multiple contracting formats, including Firm-Fixed-Price and Cost Reimbursable.


Ability to work comfortably in a team environment, multi-task, and support concurrent requirements for different internal and external customers.


Demonstrated ability to communicate within various levels of the organization including but not limited to internal and external stakeholders.


Demonstrated proficiency with Microsoft Office (Word, Excel, Outlook and PowerPoint).

Preferred Qualifications

  • Prior work experience in U.S. Government Supply Chain/federal procurement-related field.
  • Prior experience working with Northrop Grumman or other large federal contractor(s).
  •  Working knowledge of SAP.
  •  NCMA or ISM Certification.
