Northrup Grumman Innovation Systems is currently seeking a Manager of Programs 2 for our Navy Programs team in the Propulsion Systems at Promontory, Utah. 

Role Description & Responsibilities:
The Mgr. Programs will be responsible for managing manufacture of nozzles, igniters, and insulators in support of the D5 Production program.  In addition, this manager will be responsible to manage a number of igniter fleet return contracts in support of fleet operations at SWFLANT and SWFPAC.  Manages multiple program(s) elements to deliver the expected financial, technological, and schedule performance. This position includes interfacing with VSET (Value Stream Element Team) leads and has final accountability for safety, quality, schedule, cost and technical execution.

The program manager will maintain a regular interface with Lockheed Martin Space, the D5 prime contractor and with local Navy representatives.  This manager will also serve as chairman of the D5 Systems Integration Team (SIT) and as OPCB chairman for Promontory Operations.  Travel to the Bacchus Plant will be required on an as-needed basis.

 Represent Northrup Grumman Innovation Systems as a company (bringing the message to the customer; integrating knowledge of the spectrum of company capabilities with understanding of customer needs to promote NGIS)
 Service the customer (meeting the customers expectations and finding innovative solutions to program obstacles to assure success)
 Balance the interests of the customer, Northrup Grumman, and employees

Program Team Management
 Provide overall leadership and direction to the program team (to include coaching team members, resolving conflict, reviewing performance, and initiating corrective actions if necessary)
 Direct the performance of program functions (such as contract, finance, engineering and VSET)
 Possess the proven ability to provide verbal and written information clearly, succinctly, and persuasively
 Understand how to work with VSET Leads to achieve program goals

Schedule Management
 Understanding of the Integrated Master Schedule (IMS) and critical milestones
 Demonstrated experience in managing to schedule and understand both the IMS and IFS (Integrated Factory Schedule) and how they relate

Financial Performance
 Function as Control Account Manager (CAM) for all contracts under purview
 Forecast financial performance and address variances
 Support D5 Program goals in support of Performance Based Payments (PBPs)

Contract Structure & Pricing
 Manage contract negotiations, endorse final price and contract terms and resolve contract issues for igniter fleet return contracts

Technical Performance
 Drive technical excellence by setting program standards, working closely with VSETs, balancing risk, and delivering performance

Business Development
 Leverage existing programs to win new content
 Direct proposal preparation for igniter fleet return contracts (to ensure they meet NGIS business strategy, is compliant, responds to customer needs, and provides a proper base for successful negotiations and program performance)


Experience Requirements:


  • 10 years experience in Operations, Engineering, Program Management or Finance

Preferred Skills & Qualifications:


  • Demonstrated experience leading cross functional teams to achieve single objective
  • General knowledge of financial practices
  • Successful management of $5M-$25M in sales annually Experience managing discretionary budgets (IRAD, B&P, Marketing, Capital)
  • Experience with proposals and delegations



  • Bachelors in classical technical degree (i.e. engineering, chemistry, physics) or Business. 
  • Masters Degree in Engineering, Finance or Business Administration a plus
