The Small Business Liaison Officer (SBLO) will assure that the Company meets full government compliance. To accomplish this mission the SBLO must, as a minimum, perform the following functions:
Ensure the uniform implementation of all elements of FAR 52.219
Develop and implement strategies to increase awards to Small Businesses (SB), Small Disadvantaged Businesses (SDB), Women-Owned Small Businesses (WOSB) (including economically disadvantaged women-owned small businesses (EDWOSB), Historically Black Colleges/Universities and Minority Institutions (HBCUs/MIs) including Hispanic Serving Institutions (HSIs) and Tribal Colleges and Universities (TCUs), Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), HUBZone Small Businesses, Disability Owned Business enterprises (DOBEs), businesses that qualify under the AbilityOne Program, businesses owned and operated by Native Americans (NA), Native Hawaiian organizations (NHO), Lesbian, Gay, Bisexual, Transgender (LGBT) individuals, Alaskan Native Corporations (ANC), and Indian Tribes (IT), and assure that maximum practicable subcontracting opportunities are offered.
Responsible for creating, maintaining, and distributing small business statistical reports, including indirect calculations
Responsible for preparation and submittal of Individual Subcontract Report (ISR) and Summary Subcontract Report (SF 295) government reports, including:
Extracting financial data from various databases
Generating ISRs and SSRs
Uploading information into eSRS
Maintaining program files
Preparing small business reports for management review
Preparing small business reports for corporate Global Supplier Diversity Programs (GSDP)
Notifying contract/program managers of the status of their programs small business goal reporting.
Develop and maintain Small Business Subcontracting Plans and Small Business Participation Plans as required
Reviews and maintains records of subcontracting plan submittals from large business subcontractors
Supports proposal activity by analyzing requirements, identifying opportunities for small business participation, conducting market research to locate qualified small businesses and advocating for the inclusion of small businesses where feasible
Maintains records of incoming calls and e-mails from small business concerns seeking subcontracting opportunities for audit purposes
Tracks and monitors small business successes within the business sector
Generates data in support of customer audits, surveys
Verifies information and provides updates for company web page
Updates procedures to reflect current small business laws and regulations
Responsible for updating GSDP in-house small business database and updating small business profiles
Submits vendor code updates to the database administrator as required
Provides management and oversight of the GSDP in absence of Sector Manager
Assists in developing power point presentations for small business awareness training to executive leadership, program management, etc.
Assists in updating on-line small business awareness training package
Assists with the development of SBA/DCMA program review documentation
Supports and attends local and major customer small business tradeshows, business fairs, workshops and seminars upon request.
Assists with preparation and coordination of GSDP in-house supplier diversity outreach conferences
Responsible for ordering marketing supplies, setting up GSDP display and coordinating NG participation at local small business tradeshows
Minimum Education / Experience: 6 Years with Bachelors; 4 Years with Masters
