Northrop Grumman Aerospace Sector is seeking a Global Supply Chain Business Management Proposal Manager on our Space Systems team in El Segundo. The proposal manager will support the development of the entire Global Supply Chain estimate including Bills of Material (BOM), associated GSC labor, subcontractor proposals, and Price/Cost Analysis (PCA) of subcontractor proposals. This position allows for strategic alignment of resources and staffing in support of Space Systems Global Supply Chain (Subcontracts & Program Management), Space Systems Business Management, and Space Systems Pricing and Estimating departments.
The selected candidate will be responsible for the leadership and management of all aspects of the GSC Space Programs Estimating function. These responsibilities include management of proposal analysts and their applicable proposal workload, estimating documentation and approval, training, hiring, maintenance of the Price Delivery Information Request (PDIR) proposal database and related department performance metrics. Develop and submit compliant GSC proposal products to pricing and estimating for inclusion in cost volumes. Support customer fact-findings and requests for information responses, DCAA audits, customer negotiations, and Truth in Negotiation (TINA) sweeps. Participates in internal GSC estimating reviews, external customer proposal reviews, and prime contract negotiations as necessary. Ensure compliance with sector policies & procedures, and to Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS).
