Northrop Grumman Innovation Systems designs, builds and delivers space, defense and aviation-related systems to customers around the world. FUNCTION OF POSITION
1.Provide management oversight to personnel engaged in a specialized technical support departments/function of the company, and serve as technical specialist in the field, as it relates to Integration and Test Directorate.
DUTIES AND RESPONSIBILITIES
1.Plans, organizes, and coordinates the activities of personnel engaged in a specific technical functions.
2.Preparedness: Assist in developing Strategic and Tactical plan and updating biannually. Develop training plan and assure personnel are current on required certification to engage in a specific technical function. Developing staff, mentor, and providing career coaching. Overall responsibility for staffing to meet requirements.
3.Work Control: Establish and maintain schedules for the group to be consistent with budgetary and time constraints with emphasis on safety of operations. Control and review work to assure timeliness and accuracy of responsible department/function. Meets with other area supervisors for load leveling within the confines of the CBA. Elevate in a timely manner to program manager any funding and/or personnel issues if resolution cannot be achieved.
4.Procurement Control: Responsible to assure that funding is available on WD prior to submittal for procurements.
5.Cost Control: Responsible for ensuring supervisors are compliant with WD maintenance. Work within the confines of task order provided by program management, supporting the monitoring labor, materials and ODC such as travel and training using web based tools. Approval of time records and requests for time off, PPE, training, etc.
6.Procedural compliance: implement and maintain quality control in accordance with GSFC ISO 9001, maintain safety, quality and environmental standards per ETIS and GSFC policy.
7.Assist employees with problem resolution; counsel employees and commend, or reprimand as appropriate; conduct performance evaluation interviews; seek interpretation of company policies, as required.
8.Inform employees, and enforce safety and environmental regulations; assure compliance with and actively support EEO/AA programs.
9.Develop innovative approaches to non-routine, nonrecurring work requests, based on acquired expertise and knowledge or organization philosophy and personnel capabilities.
10.Perform any other related duties as may be required to meet objectives of each department, provide training; maintain appropriate records, etc.
11.Evaluate both business and technical performance and implement continuous improvement strategies.
12.Author Task Plans and Cost Plans on an annual basis.
13.Facilitate interviews, hiring, training, performance evaluations, and all PMO functions as deemed by program management.
14.Focus on building and cultivating relationships within each department, government customer, project customer, and union leadership.

SUPERVISOR GUIDANCE
1.Works under the direct supervision of the ETIS Program Manager.
SUPERVISION OF OTHERS


     1. Provide direct supervision of personnel engaging in technical function(s) including supervisors, engineers and technicians.
RESOURCES IMPACTED


1.Effectiveness affects the ability of the departments to achieve technical goals within operating budget, scope, schedule, with a direct impact on performance scores in technical.
2.Maintaining Safety in operations of personnel, facilities, and flight hardware is critical.

Qualifications

Basic Qualifications:  
 1.Years experience (10 + years minimum) commensurate with skill level required for position as determined by management (i.e. direct supervisor, group lead, etc).
2.Education: Preferred Bachelors Degree in Engineering, Business Management, or equivalent, highly desired but not required. Holding a Bachelors degree can offset the minimum number of required years for position by 4 years.
3.Must be familiar with flight and non-flight hardware processing.
4.Must be familiar with the overall integration work flow process.
5.Must be familiar with contamination control methodologies.
6.Must be familiar with the criticality of both integration and contamination control.
7.Must be able to effectively communicate within each functional department, union leadership, customers, and with program management.
8.Ability to provide verbal and written instructions.
9.Experience managing and/or coordinating union workforce (2 + years preferred but not required).
10.Must be self-motivated and a Team Player with excellent interpersonal and communication skills.
11.Must be able to organize time and assignments to prioritize efforts for maximum effectiveness.
12.Must successfully complete assigned training or other required training or certifications as directed by ETIS program management.

 PHYSICAL REQUIREMENTS


 Lift and carry items up to 35 pounds.

EQUIPMENT AND MACHINES INVOLVED IN WORK TASK


a.Office equipment including calculators, FAX, copier, scanner and printers.
b.Desktop computers utilizing Microsoft Office Suite software including Word, Project, and Excel.


 CRITICALITY OF ATTENDANCE
a.Regular daily attendance and reporting on time is required to maintain shift effectiveness.
