Northrop Grumman Technology Services is seeking a Senior Principal Cost Estimator in Herndon, VA to join our Pricing & Estimating department. This individual will work in Herndon, VA, and report to the Division Estimating Manager.  This position will require a skilled individual with experience developing cost estimates for IT and software related proposals. The primary customers will be US and foreign governments, plus some commercial bids.

You must have experience working with MIL-STD-881C Work Breakdown Structure (WBS) and developing estimates for labor, material, and other direct costs based on request for proposal (RFP) requirements. The ability to analyze specifications, calculate execution and deliverable costs using pricing schedules and historical data, collect cost data from internal and external sources, create a sound basis of estimate (BOE) with the associated cost models, analyze risk associated with each type of estimate, and guide the cost strategy discussion for risk mitigation, management reserve, and margin protection.
Functional Responsibilities Include:
  • Work with division pricing leads to support development of inch-stone calendar
  • Provide standardized BOE processes, tools and training to the functional estimators
  • Coordinate the creation of the BOEs, develop estimating methodology, solicit actuals from Business Management, and work detailed estimates and rationale with the functional estimators
  • Maintain pricing input sheet and coordinate all inputs with the pricing analyst
  • Support performance of risk assessment of all estimated tasks, creation of costed risk register, review with analysis team, and implementation of  mitigation strategy
  • Review BOEs for quality and compliance
  • Prepare support documentation for the technical proposal and cost volume
  • Participate in strategy and review meetings
  • Revise BOEs in an iterative process to incorporate guidance from each review and throughout the EN and FPR process

Basic Qualifications:

  • Bachelors degree in business, technical, or related field with minimum 10 years of relevant professional experience -OR- Masters degree in business, technical, or related field with minimum 8 years of relevant professional experience.  An additional 4 years of related work experience may be considered in lieu of degree.
  • In-depth understanding of Government acquisition policies, regulations and proposal compliance requirements.
  • Strong proposal development skills and the ability to develop cost strategy in a team environment.
  • Demonstrated knowledge of pricing and estimating techniques with expertise in business management, cost/risk modeling, and government contracts.
  • Demonstrated ability to inform, present, negotiate and problem solve with a wide range of stakeholders.
  • Dynamic, self-starter with strong attention to detail and the ability to function independently, meet deadlines and achieve commitments.
  • Strong analytical skills; ability to make recommendations and provide guidance to effectively bring projects to completion.
  • Ability to obtain a Secret Security Clearance.
  • Ability to travel approximately 10% of the time.

Preferred Qualifications:

  • Masters degree in business, technical, or related field
  • Program or technical functional experience
  • Cross-sector experience is desirable.
  • Experience leading a team with strong cross-functional connections.
  • Active Secret Security Clearance.
