Northrop Grumman Technology Services is seeking a RELEASE MANAGER. This position will be at our Lanham, MD location.


Roles and Responsibilities:

  • Manage risks and resolve issues that affect release scope, schedule and quality

  • Measure and monitor progress to ensure application releases are delivered on time and within budget, and that they meet or exceed expectations

  • Coordinate release content and effort based on approved UWRs and defects

  • Coordinate updates to all key project plans (e.g., Program Management Plan, Risk Management Plan, etc.) and technical documentation (e.g., IRS Publications, Enterprise Life-cycle Documents, etc.)

  • Manage relationships and coordinate work between different teams at different locations

  • Support Release Readiness reviews, Milestone Reviews, and Business Go/No-Go reviews

  • Generate weekly status reports and approve timesheets as applicable

  • Coordinate, negotiate, and communicate release details and schedules with the customer and stakeholders

  • Provide input the IRS Integrated Master Schedule and create, track, and update internal Release schedule

  • Coordinate across internal teams (architects, requirements engineers, testers, developers, configuration managers, Scrum Masters, and managers)  to ensure all staff understands schedule, release contents, required processes (e.g., code reviews, test case-requirements cross-walks, etc.) and quality and reporting expectations

  • Coordinate and support deployment and Startup activities and ensure that the builds are delivered on time to the various testing and production environments

 

 

 

Qualifications

Basic Qualifications: 

Level 3:

 

 

  • Bachelors degree in Science, Information Technology, Engineering or related field and at least 5 years of experience (3 years with a Masters degree) on software development, Information Technology, or related projects
  • 3 years of previous release and/or project management experience
  • 1 year of experience with MS Project, MS Office, and related project management software
  • Knowledge of software development lifecycle
  • Demonstrated ability to coordinate cross-functional work teams toward task completion
  • Demonstrated effective leadership and analytical skills
  • Excellent written and verbal communication skills, time management and organization skills, and negotiation skills.
  • Ability to obtain IRS MBI security clearance (US Citizenship or Permanent Residence status required)

 

Level 4:

  • Bachelors degree in Science, Information Technology, Engineering or related field and at least 9 years of experience (7  years with Masters degree) on software development, Information Technology, or related projects

  • 5 years of previous release and/or project management experience

  • 3 years of experience with MS Project, MS Office, and related project management software

  • 3 years of experience with software development lifecycles

  • Demonstrated ability to coordinate cross-functional work teams toward task completion

  • Demonstrated effective leadership and analytical skills

  • Excellent written and verbal communication skills, time management and organization skills, and negotiation skills.
  • Ability to obtain IRS MBI security clearance (US Citizenship or Permanent Residence status required).
     

 

Preferred Qualifications:

 

  • 5 or more years of experience as a release manager on a software development project

  • Previous experience working in an Agile environment

  • Experience with and understanding of doing business with the IRS

  • Experience with IRS ELC processes

  • Experience with Rational Collaborative Lifecycle Management (CLM)

  • Active IRS MBI Clearance
