Description

Northrop Grumman is seeking a Program Manager 2 to join our F-35 team of qualified, diverse individuals located in Baltimore, MD. The selected candidate will be responsible for managing and executing various elements of programs associated with expanding our international supply base and other international opportunities. The selected candidate must be a self-starter, self-motivated individual who can work in a fast-paced environment.

Roles and Responsibilities:

  • Manage cost and schedule through the use of the Earned Value Management System (EVMS) tools. Experience with cost-to-cost financial management.

  • Experience creating / briefing Program Management Review content including IPRS, PRA, BAR, and the NG PEF.

  • Experience in generating / presenting customer Program Management Reviews. Act as the primary customer contact for program activities. Responsible for establishing strong relationships and maintaining open and regular communications with customer.

  • Proposal management and/or support, to include BOE development and proposal work statement, budgets, financial terms/conditions of contract and specification. Participate in fact finding and negotiation activities.

  • Developing progress review slides and metrics for program performance including team goal performance management.

  • Experienced at Risk / Opportunity management, including solid margin performance, effective technical leadership and timely milestone achievement.

  • Must be an active self-motivator with experience developing and maintaining collaborative relationships with functional organizations, suppliers and customers.

  • Experience with managing the day to day interfaces and communications between the assigned Operations Program Manager (OPM), Manufacturing, Test, Manufacturing Resource Planning (MRP), Mission Assurance (MA), Supply Chain (SCM), Engineering, Receiving and Shipping.

  • Effective and positive communication style including excellent conflict resolution skills.

  • Work with other BU/OU leadership in developing future international business strategy.

  • Coordinate Export/Import licensing and compliance within the organization

  • Cultural awareness with international customers/suppliers

  • Lead and support technology transfers to international suppliers

  • Work with customer to develop international sourcing strategies

  • Work with US Government on releasability and security/cybersecurity

  • Position will require occasional domestic and international travel.

Qualifications

Basic Qualifications: 

Bachelors' Degree in related field
Minimum of 8 years of related work experience
Experience in operations, industrial, manufacturing, or test engineering
Experience leading high performance teams
Ability to obtain a secret clearance
Excellent communication and problem solving skills

Ability to manage multiple program with multiple products
Ability to travel domestically and internationally


Preferred Qualifications: 

Experience with import/export regulations and working with international suppliers

Active DoD Secret Clearance or Higher
Experience with high volume production programs
