Northrop Grumman Mission Systems’ Navigation, Targeting, and Survivability Division (NTSD) has an immediate opening for a Director of Strategy and Planning.   This position will be located in one of NTSD’s primary facilities (Amherst, NY; Linthicum, MD; Rolling Meadows, IL; Salt Lake City, UT; or Woodland Hills, CA) and report to the NTSD Senior Director of Strategy and Mission Solutions.

This position is a leadership role within the NTS Division supporting the Division’s long-term business sustainment and portfolio growth.  The Strategy role is responsible for facilitating the Division’s overarching strategy and collaborating with the Business Units to design and execute the Division strategy.  The Strategy position requires regular interface and collaboration with the Sector Strategic Growth team regarding positioning analyses and for developing the Division’s investment priorities, including addressing data requests, status updates, and general inquiries.  The design and employment of process, procedures, and tools to support decision-making is also included in the responsibilities for this position.

Primary Roles and Responsibilities Include:

  • Develop long-range objectives and strategic plans for the division. This includes facilitating the strategic planning cycle for the Division, supporting corporate and sector strategic planning initiatives, and leading market analysis for technology and market position assessments.
  • Conduct regular surveillance of market and customer trends.
  • Perform strategic and financial analysis of acquisition candidates as well as lead impact assessment of industry M&A.
  • Lead the investment planning and track investment execution in support of strategy and capture objectives.
  • Assist the Division’s Business Units in developing long-range objectives and strategic plans and the associated investment profiles to achieve long-term profitable growth
  • Collaborate internally across the Sector(s), BU’s and functional organizations.
  • Work collaboratively with Division engineering and mission architects on modeling areas of focus to support future strategic growth.
  • Lead competitive landscape discussions and work with internal teams to devise objectives for outside vendors to develop market / competitive intelligence insights in support of competitive positioning.
  • Develop tools and techniques to further the organization’s digital transformation goals.

Basic Qualifications:

  • Bachelor's Degree.
  • 10 years of experience related to Department of Defense (DoD) programs.
  • Knowledge of DoD budget principles and processes.
  • 3 years demonstrated experience developing strategy with high visibility teams.
  • Understanding of U.S. and International government acquisitions processes.
  • Experience working in a matrixed organization, with the ability to influence and lead teams.
  • Demonstrated understanding of program management tools and techniques (e.g. SOW, WBS, etc.)
  • Strategic and critical thought leadership.
  • Excellent communications, writing and presentation skills.
  • Knowledge of MS Office Suite (including Excel, pivot tables, and analysis techniques)
  • Ability to obtain a Secret security clearance.

Preferred Qualifications:

  • Graduate degree in Business or Engineering focused discipline.
  • 15+ years DoD experience across multiple functions and areas.
  • Working knowledge of Tableau (or other data analytics platform) and SalesForce CRM tool.
  • Understanding of NGC NTS&D technologies and solutions.
  • Formal education or training in DoD acquisition.
  • Demonstrated experience in competitive and budget analysis and business modeling.
  • Flexibility to work extended hours including weekends to meet deadlines.
  • Active security clearance.

This position reports to Rolling Meadows, IL, USA, however, you are able to work from any of the additional 4 locations listed above.


Salary Range: $155,400 USD - $270,200 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
