Northrop Grumman’s Defense Systems Division (NGDS) has an immediate need for a Manager 3 of International Business Development (IBD) that supports our Missile Products Business Unit located in Elkton, Maryland.

This position will be remote.

As part of the Missile Product’s International Team, the successful candidate will report directly to the Missile Products International Business Development Lead. The candidate will be responsible for leading and managing assigned international business development/capture activities, supporting a rapidly growing Business Unit through development of quality opportunities.

The successful candidate will be responsible for supporting the Development of Missile Product’s Global and Regional Strategies for DCS/FMS sales in support of business goals and directly responsible for assigned country(s) strategy and pursuit activities across Missile Product Programs.  The candidate will lead and manage new business pursuits that will protect and grow core product lines and expand into adjacent international markets.

The candidate must be proactive and execution oriented.  He/she must be capable of broad, strategic thinking and analysis with respect to emerging customer needs, competitive positioning, and requisite capabilities, with the ability to guide the customer and organization towards the strategic and tactical actions necessary to achieve Business Unit objectives.

In addition, the candidate will develop and manage an International Representative/Consultant network to support in-country business goals and contract awards. The candidate will be responsible for developing and managing multiple key internal and external relationships. Some of external agencies include but not limited to: appropriate USG program offices, Navy IPO, SAF/IA, USASAC, US Embassies, Commerce Department and assigned country(s) civil and military agencies necessary to conduct international business. The customer base requires agility in approach, cultural awareness, and strong communication skills.

Key Responsibilities Include: 

  • Participate in the development and execution of Global and Regional strategies that includes multi-year sales and marketing plans for key products and markets that will support Business Unit financial goals
  • Responsible for all international projects assigned - lead and manage assigned country business strategies in line with the current overarching business strategy including marketing and communications plans to support specific opportunities.
  • Lead customer relationship development for programs and be the voice of the customer
  • Engage customer to identify needs/solutions, budgets, timelines, and competitor capability
  • Identify potential (country specific) Offset/Industrial Cooperation Projects in support of contract proposals/awards as required
  • Develop and manage program congressional plan
  • Develop and manage communications plan including drafting press releases
  • Support capture managers on various pursuits - Proposal Preparation Support, Review and Approval Process.
  • Create, update, and maintain Sales-Force records to support new business opportunity, pursuits, and gate reviews.
  • Regularly report to the company’s Management Team the status of all major Missile Product Programs opportunities assigned, and the status toward achieving the awards plan.

Basic Qualifications:

  • Bachelor’s degree with preference given for those with Engineering / Mathematics / Business Management / Marketing/ or related discipline(s)
  • 10 years of experience (8 year with Masters) in DoD Defense Acquisition / Military / International Business Development / Capture Management
  • Must have experience and understanding of multi-cultural international customer base – customs, traditions, and business acumen and can be the voice of the customer
  • Must be a skilled communicator and presenter with the ability to garner buy-in, build trusting relationships, have excellent analytical and critical thinking skills and be able to function independently in high pressure environment dealing with competing priorities and short-turnaround situations
  • Must have excellent interpersonal skills and be comfortable interacting with individuals and managing diverse groups of people in business and social settings.
  • Thorough knowledge of the DCS sales process, licensing, and offset activities
  • Able to obtain US Passport
  • US citizenship with current and active Secret clearance
  • Must be able to travel both domestic and international as needed (up to 50% of the time)


Preferred Qualifications:

  • Master’s Degree with preference given for those with Engineering / Mathematics / Business Management / Marketing/ or related discipline(s)
  • 10+ years of DoD weapons related operational and/or acquisition experience. Direct attack operational weapons experience a plus - Military Tactical Aviation experience preferred
  • Demonstrated multi-disciplinary global business development, strategy development and capture experience
  • Demonstrated people leadership skills; direct and indirect leadership of large teams; ability to work effectively in a team environment
  • Proven ability to provide independent critical assessments, that ultimately results in better outcomes for the enterprise
  • Proven highly effective executive communication, presentation, and influencing skills
  • Strong customer domain knowledge and a proven track record of sustained business growth
  • Active Secret clearance and eligible for TS/SCI clearance

Salary Range: $141,300 USD - $211,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
