Northrop Grumman Space is currently seeking an experienced Earned Value Management practitioner with internal and joint surveillance experience to join our Program Finance team in Dulles, VA.

The EVM Surveillance Analyst will provide support to the execution of EVMS Surveillance for the Tactical Space Systems (TSS) division. Under the direction of a Surveillance Lead, the analyst will support the coaching and preparation of TSS programs with EVMS DFARS clause on contract and are subject to EVMS internal surveillance and Joint Surveillance Reviews and Audits (JSRs/JSAs).

Additional Roles and Responsibilities include, but are not limited to, the following:

  • Supporting the management of internal and customer Corrective Action Requests (CARs) from issuance to closure.
  • Supporting the development of an annual TSS Internal Surveillance Plan, participating in and conducting Internal Surveillance Reviews (ISRs), and issuing Internal Corrective Action Requests (iCARs) for non-compliance with NG EVMS Command Media.
  • Developing expert-level knowledge of TSS EVM processes and tools.
  • Interfacing with Program Management and Finance Management to ensure compliance with EVMS policies and procedures.
  • Collaborating with TSS Business Systems to share feedback on the overall status and effectiveness of EVM system execution, including process and tool issues and training needs of the division.

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Basic Qualifications:

This requisition may be filled at either a level 3 or a level 4.

Basic Qualifications for a Level 3:

  • Bachelor’s degree with 5+ years of related experience - OR - a Master's degree from an accredited university with 3+ years of related experience. An additional 4 years of experience accepted in lieu of a degree.

Basic Qualifications for a Level 4:

  • Bachelor’s degree with 9+ years of related experience - OR - a Master's degree from an accredited university with 7+ years of related experience. An additional 4 years of experience accepted in lieu of a degree.

Additional Basic Qualifications for both levels:

  • Practical experience in applications of EVMS, Program Controls, and Cost/Schedule Integration processes and tools.
  • Experience with baseline planning and PMB development.
  • Experience with Integrated Baseline Reviews.
  • Experience in aspects of scope management and work authorization, program scheduling processes and analysis, baseline change management, and variance analysis and reporting.
  • Familiarity with IPMR/IPMDAR requirements, and DCMA surveillance processes, including data driven surveillance.
  • Ability to meet critical deadlines.
  • Excellent analytical and problem-solving skills, with the ability to make decisions that are based on data.
  • Working knowledge and experience using Microsoft Office tools (including MS Project and Visio).
  • Ability to obtain and maintain a Top Secret clearance.  US Citizenship is a prerequisite.

Preferred Qualifications:

  • Thorough knowledge of Government EVM reporting & compliance.
  • Experience with internal surveillance processes and practices, DCMA surveillance or other joint customer/contractor surveillance processes.
  • Experience with Accounting, ERP and EVM tools such as Costpoint, Cognos, Cobra, Empower, Acumen Fuse.
  • Experience in training and process improvement.
  • EVP or PMP certification, preferred.
  • Current and active Top Secret clearance.  US Citizenship is a prerequisite.

Salary Range: $83,800 USD - $125,800 USD
Salary Range 2: $103,900 USD - $155,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
