Northrop Grumman Space Systems is seeking a Contracts Manager 3 to join its team of qualified and diverse individuals supporting its Tactical Space Systems Division, Civil and Commercial Satellites Business Unit (CCS BU). The successful candidate will be a direct report to the Division Director of Contracts for the Tactical Space Systems Division.  

The successful candidate must be a proven leader and have demonstrated breadth and depth of experience managing contracts and captures with diverse set of customers/agencies including domestic and international content.

In this role, the successful candidate will work closely with the division director, Business Unit Vice President, and other functional leadership in support of providing guidance for complex captures, assessing policy and procedures, and directly manage two (2) Operating Unit Managers of Contracts, each with a set of geographically dispersed team members.  The successful candidate will help with identifying process and tool improvements and developing positive relationships at all levels.  

The Contract Manager will have regular, proactive interface and effective collaboration with division teams and Sector leadership and responsibilities will include but are not limited to: 

  • Provide guidance on contractual matters, data calls, and established procedures.
  • Review contractual documents for protection of the company's contractual/risk posture, satisfaction of contractual requirements as needed to assist across the team, and guide accordingly for all phases of contractual activities. Keen attention to detail is essential.
  • Provide concise guidance related to C101-SPO Division Delegation to the CCS BU team.
  • Ability to make decisions in a timely manner, offer guidance and work cooperatively with a multitude of organizations ranging from technical, program, finance, supply chain, export, and security. 
  • Be a role model for diversity and inclusion through seeking out and including diverse opinions and perspectives and can solve complex problems by actively seeking information and new ideas from a variety of sources.
  • Demonstrate commitment and energy to meet division needs with the ability to provide concise and effective communication through presentation, written documentation, or email format with different levels of Management is key.
  • Track record of meeting critical organizational timelines/deadlines.

Basic Qualifications:

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Bachelor’s Degree from an accredited institution with 10+ years relevant experience in contract administration/management or related field
  • Demonstrated ability to effectively collaborate with division and BU leadership teams and variety of leadership styles.
  • Willingness to work collaboratively as part of a dynamic leadership team 
  • Experience negotiating and administering various contract types of varying sizes, complexity, and types of agreements with the DoD
  • Thorough understanding of the requirements of applicable government regulations (FAR, DFAR, ITAR, NASA FAR Supplement)
  • Dynamic self-starter with strong attention to detail and the ability to function independently, possess excellent problem solving of a moderate to complex nature, meet critical deadlines and organizational skills is paramount.
  • Excellent communication skills, both written and verbal, with the ability to use them in informing, and presenting to all levels of management 
  • Ability to function independently and effectively with competing priorities and adherence to deadlines in a fast-paced, hands-on environment.
  • Demonstrated 5+ year of leadership or supervisor experience
  • Ability to travel if needed up to 25%

Preferred Qualifications:

  • Master’s degree or equivalent professional certification.
  • 10 years' experience in government contracting 
  • Ability to build strong customer intimacy internally with a variety of senior and executive division and sector leadership is a key priority.
  • Good understanding of varied customer (both domestic and international) contract terms and conditions including experience with preparation of formal responses to customers, negotiations of terms and conditions, and when necessary, administration of contracts of various types.
  • Strong problem solving and analytical skills; ability to make recommendations and provide guidance to effectively drive projects to completion 
  • Able to deal effectively with competing priorities and deadlines, and able to handle multiple tasks in a fast paced environment 
  • Proven ability to dynamically lead, inspire, motivate, and influence others

Salary Range: $141,300 USD - $176,600 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
