Northrop Grumman Aerospace Systems located in Palmdale, CA has an immediate opening for a Manager, Systems Engineering – Airworthiness.  The selected candidate in this position will work across divisions and programs in a multi-disciplinary role to establish and lead an Airworthiness Palmdale Detachment to support Strike, Air Dominance, and Global Surveillance Programs, to include Flight Test Bed Airworthiness Support, System Test Team (STT) Airworthiness Liaison for Northrop Grumman, and Airworthiness Liaison with Government Flight Test activities, e.g. Combined Test Force (CTF) Liaison at Edwards, AFB.

Essential Functions

  • Establish and lead an Airworthiness Palmdale Detachment reporting to the Airworthiness Director.
  • Manage relationships with NGAS leadership in Palmdale for Airworthiness on behalf of the Airworthiness Director
  • Coordinate with Airworthiness Directors for Strike and Air Dominance, and Global Surveillance as requested.
  • Manages sustainment and growth of the Airworthiness Palmdale Detachment to provide Airworthiness support across NGAS programs.
  • Coordinate ground and flight test data reviews with NG Responsible Engineers (REs) and Government Subject Matter Experts (SMEs) for Technical Airworthiness Authority (TAA) or Airworthiness Authorities to drive efficiencies into the issuance of Military Flight Releases or Interim Flight Clearances in support of Flight Test Operations and Type Certifications.
  • Monitor and understand the configuration of test systems to recommend/authorize configuration changes for flight with the Airworthiness Authorities.
  • Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include concept, design, fabrication, test, installation, operation, maintenance, and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that adhere to technical, schedule, and cost constraints.
  • Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.

Basic Qualifications:

  • Bachelors in STEM discipline with 14 years, or Masters with 12 years, or PHd with 9 years
  • Work experience on manned or unmanned aircraft systems with minimum 10 years professional experience, with at least 5 years in an Airworthiness assignment (Military or Civil)
  • Active DOD Secret Clearance, Ability to obtain and maintain Top Secret
  • Experience writing Software Development Plans (SDP) for ACAT 1D programs
  • Experience identifying Safety Critical and Flight Critical Functions, Safety Critical Functional Thread Analysis (SCFTAs) and why software must be developed at the appropriate Level of Rigor (LOR) for airworthiness certification
  • Familiarity of MIL-HDBK-516B Expanded, -516C and related DOD and DOD Services Airworthiness Documentation, Instructions, Guidance, Bulletins, and Circulars
  • Experience in Airworthiness Compliance tool development, oversight, and management of developmental software coders
  • Experience working with government regulators and airworthiness authorities
  • Significant and frequent direct customer interaction

Preferred Qualifications:

  • Strategic Planning experience
  • 2 or more years Program Management experience
  • PMP Certification
  • Earned Value and Cost Account Management Experience
  • Leading process improvement initiatives
  • Managing, mentoring and leading detachment AW engineers, Airworthiness Execution Engineers (AWEEs) and Airworthiness Lead Engineers (AWLEs)
  • ACAT 1D Aircraft development program experience
  • Public or civil certification experience
  • DoD and Civil Airworthiness Experience
  • Strong verbal and written communication skills
  • Self-starter with the ability to work under minimal supervision and strategic direction
  • Proficiency in Microsoft Excel, Powerpoint, Word and SharePoint
  • Military aircraft development or modification experience
  • Ability to initiate Airworthiness Certification process improvement initiatives
  • Design and Systems Engineering experience in one or more of the following areas: Structures, Flight Technology, Air Vehicle Subsystems, Avionics, Mission Payload Integration, System Safety, Flight Test
  • Experience with one or more of the following: MIL-STDs-1797, 810, 1530, 3013, 882E, 1796
  • USAF Airworthiness Policy Directives, Instructions, and Airworthiness Bulletins (AWB)
  • System Safety Risk Assessments (SSRA), program risks and hazard analyses
  • Active Secret/Top Secret clearance with program special access

This position reports to Palmdale, CA, USA, however, this position can also be worked from Edwards AFB, CA, CA, USA.


Salary Range: $171,000 USD - $256,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
