Northrop Grumman Aeronautics Systems Flight Test has an immediate opening for a Flight & Ground Operations Standardization Team (FGOST) Flight Operations SME supporting all NGAS Flight Operations Programs. This position supports the Test and Evaluation (T&E) Flight Test through execution of internal evaluations and procedural management for flight & ground operations including, but not limited to B-2A, E-2D, RQ-4B Global Hawk, MQ-4C Triton, MQ-8C Fire Scout, Firebird, Special programs as well as experimental flying test bed aircraft including three series of Gulfstreams,  Diamond DA-52, Bell 407, Cessna 206, and a TBM-900s.  This position requires a highly experienced subject matter expert in the field of flight operations and must possess expert knowledge of DCMA 8210.1 series, FAA Part 91, NGAS requirements and Processes operations requirements as it applies to all NGAS programs and fielded operations. This position will take a lead role for Flight Operations to ensure all aspects of flight operations are standardized across the AS sector and NG. This individual will promote and assist in administering a new paradigm with a governance model that establishes oversight of all NGAS Flight Operations, including any subcontractor that operates NGAS products. This position will also serve as the FGOST Process Lead and tasked with oversight and management of the flight test operations database for all flight programs. This person serves as liaison between Principles & Operating Practices (PrOP) Focal Points, PrOP Analyst, FGOST, CoP Leadership, Site Leadership, Program Leadership, and the customer (Government Flight Representative (GFR)) for Flight Ground Contractor Operations Procedures/Standard Operating Procedures, Mishap Response Plan and Reference Documents. This position will require approximately 50% travel globally. 

The job duties and responsibilities include, but not limited to:

  • Represent Northrop Grumman as the flight operations SME at 8210.1 and Industry working groups
  • Audit all NGAS Flight Test Programs and fielded operations at least once a year in accordance with DCMA 8210.1, FAA Part 91 and NGAS requirements relating to flight operations.  Assist the programs and sites with resolution to audit findings and track to closure.
  • Conduct trend analysis for all NGAS Flight Test and fielded operations audits, and work with the Flight Test Community of Practice on developing, implementing, and driving process improvements applicable to all NGAS Flight Test and fielded operations.
  • Assist programs during GFR and AOI audits, and collaborate with the programs to respond to any resultant corrective actions 
  • Support the Flight, Ground, Flight Test Engineer, Mission Planner Operations Working Groups activities
  • Participate in the Flight Operations & Standardization Working Group
  • Participate in NG Airworthiness Working Groups
  • Participate as a lead or team member with NGAS Flight Operations-related CPATS, CARs, RCCA and IRTs
  • Manage all Flight and Ground Contractor Operation Procedure(s) (FGCOP)/Standard Operating Procedure(s) (SOP)/Mishap Response Plan(s) (MRP).
  • Serve as FGOST representative supporting Principles and Operating Practices (PrOP) reviews, updates, cancellations to NGAS and Corporate procedures.
    • Supports FGCOP/SOP/MRP document owners through notification of reference documents requiring updates/review.
    • Provides up-to date tracking and status management of FGCOP/SOP/MRP and referenced documentation for NGAS
  • Manage Technical Operations Data Base including all:
    • Flight Ground Contractor Operations Procedures
    • Standard Operating Procedures
    • Mishap Response Plans
    • Reference Documentation
  • Track Aviation Safety/incident/near miss statistics
  • Track CPATS (CAR)/process escape statistics
  • Track Audit Reports and Corrective Actions statistics
  • Conduct trend analysis for all NGAS Flight Test and fielded operations audits, and work with the Flight Test Community of Practice to develop, implement and drive process improvements applicable to all NGAS Flight Test and fielded operations.
  • Manage Aircrew Training Record database and maintains pilot records in accordance with FAA and NG regulations

Basic Qualifications:

  • 20 years of experience with a bachelor’s degree; or 18 years of experience with a Master’s degree
  • Experience in aircraft flight operations or flight test engineering
  • Project Management experience
  • Must have current Active DOD Secret security clearance, investigated within last 5 years
  • Travel up to 50% of the time

Preferred Qualifications:

  • U.S. Military flight operations experience highly desired
  • Fluent with DCMA regulations and procedures
  • Fluent with DoD regulations and procedures
  • Fluent with FAA regulations and procedures
  • Experience building intranet websites for information, collaboration, and project tracking highly desired.
  • Expert level knowledge of MS Excel, Word, PowerPoint and Project to create reports, metrics development and tracking, present data to executives, management, and line personnel
  • Excellent vertical and horizontal communication skills
  • PMP certification or formal PM/MPM Degree

This position reports to Palmdale, CA, USA, however, this position can also be worked from Melbourne, FL, FL, USA.

Salary Range: $136,100 USD - $236,300 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
