Northrop Grumman Space Components and Strategic Business (Business Unit) designs, manufactures and operates small and medium-class spacecraft for communications, imaging, scientific, exploration and national security space applications. The Group is leading supplier of space components that power and enable satellites of all classes, provides technical engineering services to government agencies and laboratories, and is developing exciting new satellite servicing and advanced space flight technologies.

Our San Diego, CA location is seeking a Quality Engineering Manager 3 to join our team of qualified, diverse individuals.

JOB Summary

As a key leader, partner and essential member of the Space Components Business Unit leadership team, the Quality Engineering Manager 3 will lead a high performing team of Quality, Supplier Quality and Environmental Health and Safety personnel across multiple locations.  The selected candidate must be an inclusive and collaborative leader with the ability to influence others at all levels and have demonstrated leadership skills leading multi-function and technical working groups. The candidate must have a track record in mentoring and developing the skills of their teams, and driving change across organizations with successful, quantified business results. The candidate must be able to establish strong, collaborative working relationships with operating and business unit leaders, and customer quality representatives.

JOB Responsibilities

  • Develop, maintain, and ensure compliance with Enterprise, Sector, and Division EHS and quality assurance programs, policies, processes, and procedures including document control and record retention (Quality Council / Procurement Corrective Action Board, PCAB)

  • Accountable for maintenance and continuous improvement of the Quality Management System(s) including AS9100 and NADCAP certifications across the Business Unit.  This also includes leadership and execution of our Corrective Action and Material Review Boards and internal audit processes

  • Accountable for meeting or exceeding the Safety, Quality, Employee, Delivery and Cost expectations for internal and external customers through the development and disciplined execution of standard business processes 

  • Lead Supplier Quality Management and team of Supplier Quality Engineers partnering with Global Supply Chain to improve supplier performance through the Business Unit Procurement Quality Board, PQB at each Operating Unit and creating a support request system, turnback tracker, and observation logs in accordance with NGC’s Aggregated Approved Supplier List (AASL)

  • Enhance Training department support to operations and create consistent monitoring and maintenance of multiple systems

  • Execute and support Business Unit and Operating Unit’s Strategic Deployment Plans and Improvement Priorities  

  • Lead teams of product quality specialists servicing customers and EHS professionals ensuring the safety of our employees and our environment.  Including the case management of COVID-19 impacts and reporting requirements

  • Communicate, manage and achieve site/business unit strategic and tactical objectives as they relate to the Quality function

  • Promote a culture of continuous improvement, inclusive teamwork and disciplined root cause problem solving

  • Leads root cause and corrective action process (RCCA) and analysis on failure investigations for high impact issues and lead personnel in use of RCCA for low impact level issues

  • Analysis of data to assist teams with focus areas for solutions to problems / opportunities

  • Proactively strengthen the teams through the performance management process, including individual and group goal setting, coaching and personnel development

  • Ensure succession plans are in place and be proactive in mentoring key talent to assume increased levels of responsibility

  • Ensure financial operating integrity by supporting financial planning, budgeting and forecasting for proposals and awarded contracts (budgets, direct labor yield, overhead rates, etc)

  • Advocate a safe, secure and ethical working environment that maintains compliance with federal, state and local government regulations

BASIC Qualifications

  • Bachelor’s degree or above required; engineering or quality disciplines preferred, 9+ years of relevant work experience required, including aerospace industry experience

  • Knowledge of mechanical and non-destructive inspection techniques, engineering GD&T principles

  • 5+ years in a leadership position with strong communication, interpersonal, organizational and decision making skills required

  • Training and successful application of lean principles required

  • Experience with Supplier Quality and Performance Management

  • Expertise in MS Office (Word, Excel, PowerPoint) required; proficiency in an ERP, CAD/PLM systems preferred

  • US citizenship required

PREFERRED Qualifications

  • Experience with ISO 9001/AS9100 based Quality Management Systems and Certifications  

  • Preferred candidates would also have knowledge of advanced composites engineering and manufacturing processes

  • Lean/Six Sigma experience

  • Experience conducting or managing internal audits

  • Personnel management experience

  • Planning and budgeting experience

  • Strong passion and relentless drive for achieving results in a fast-paced aerospace engineering and manufacturing environment

  • Excellent oral and written communication, data analysis and problem solving skills

  • Ability to successfully engage at all levels of the organization, from the shop floor to executive leadership, to provide solutions and coach and mentor others in the use of quality principles and practices


Salary Range: $141,300 USD - $211,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
