The Systems Engineering Western Regional Directorate is seeking a Department Manager to join its growing team! We are a rapidly growing organization within NGAS, responsible for delivering innovative and effective ground and airborne mission subsystem and UAS control solutions for our system operators’ current and emerging missions by utilizing industry leading processes and tools. The Department Manager will be responsible for supporting the various classified efforts across the San Diego site.

From the legacy Global Hawk to new platforms, NGAS systems are used by US and International customers in operations all around the world…every day. Our team of Engineers and Technicians are continually expanding mission capabilities by developing and delivering products such as: avionics and airborne payloads, UAS ground stations, and integrated and deployed networks with advanced digital secure communications.

You will report to the Western Regional Director and will drive daily operational tasks for the directorate, implementing and maintaining operational excellence. Responsibilities also include the day to day operation of the functional organization including Driving the Systems

Engineering strategic development and vision at the Directorate/Sector level. You will set a vision and goals for

the organization consistent with higher level guidance and achieve measurable progress toward those goals. You

develop and implement departmental vision and strategies to drive program performance, employee development and engagement; improve hiring and attraction (Staffing) and retention of top talent; lead products and associated product champions; balance process compliance against innovation; and reduce bureaucracy. The scope of hiring includes both industry as well as university recruiting and relationships. You'll work with the Directorate to build/maintain technical breadth and depth of the department and participate cross program and multiple site collaboration across the western region and Sector improvement initiatives.

You coordinate with program IPT counterparts to meet program and organization objectives. You'll ensure the organization provides appropriate development opportunities, is familiar with and uses required engineering processes and tools,personnel development and planning, and continuous improvement. You'll help to meet budget targets, staffing to meet program requirements, and providing functional leadership and direction to employees. This person will need to have strong team-building/collaboration skills and have previously demonstrated the ability to build diverse/inclusive teams with engaged team members.

Engineers are located at Rancho Bernardo. Location of position is at Rancho Bernardo. Position requires up to 25% travel.

You will be responsible for an organization of 100+ individuals.

Basic Qualifications:

  • Bachelor’s Degree in a Science, Technology, Engineering or Mathematics (STEM) discipline from an accredited university and 9 years experience or Master's degree and 7 years experience
  • Minimum 7 years of combined experience in areas of systems engineering or related field
  • Experience in technical, program or functional management
  • A current DoD Top Secret and/or SCI level security clearance

Preferred Qualifications:

  • Special program access clearances
  • Master’s or PhD Degrees
  • Knowledge of SE processes, procedures and work instructions required to support both management and engineering tasks
  • Previous experience in program or functional management
  • 5+ years’ experience in Defense & Aerospace industry
  • Excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management
  • 5 years of experience in lead or first level manager role in a technical engineering capacity
  • Experience with performing leadership/development using agile methodologies.
  • Excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management
  • Demonstrated success leading a cross functional team
  • Experience in various phases of Systems Engineering design and implementation
  • Experience in Integration and Test activities of various program life cycles


Salary Range: $171,000 USD - $256,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
