Northrop Grumman Space Systems sector is seeking a Manager, Global Supply Chain (Level 2) to join our team of qualified, diverse individuals. This position is on the GSC Compliance team and may be located at any NGSP facility.  FT remote work may be an option. There may be up to 10% travel required between multiple sites and locations.

      

The successful candidate will be responsible for Process Improvement and GSC Principles and Operating Practices (PrOP).  This individual will provide the configuration control and management of NGSP GSC Principles and Operating Practices (PrOP), compliance support to the entire NGSP GSC organization, review procedures, support the training team with compliance guidance, support annual customer audits, and interface with Supply Chain Management processes and personnel at all levels to ensure the success in sector compliance.

Responsibilities include the continuous maintenance and review of Work Instructions, and Forms for accuracy and any needed clarification, compliance support in training classes, mentoring procurement employees in compliance, remaining up to date in FAR/DFAR regulations, Terms and Conditions, Contract Instructions and Addenda clauses. This individual will also assist in the corporate support and coordination related to other Sector and Enterprise PrOP, terms and conditions and tools that impacts NGSP GSC.

Process Improvement Efforts will include developing tools to enhance the procurement process and purchasing system.  This includes, but is not limited to, Commercial Item Determination database and process, Non-Competitive Source Justification database and process, UCA Database and process, Delegation of Procurement Authority process and database, Financial due diligence support of digital transformation from a compliance perspective.

      

Successful candidate must remain up to date in FAR/DFAR regulations, Terms and Conditions, Program addenda clauses, sector procedures, develop in-house programs and practices to identify developmental needs, including preparing personnel for positions of increasing responsibility and increasing personnel effectiveness in present assignments. 

      

Candidate must have experience in Global Supply Chain roles.  Position requires coordination and collaboration with key stakeholders to include, but not limited to, Contracts, Engineering, Quality, Strategic Sourcing, Planning, Operations and Program Management. Prior hands on management of suppliers / subcontracts for both US Government and non-US Government programs. 

     

Basic Qualifications: 

  • Bachelor’s degree in Business, Finance, Economics, Math or related discipline with a minimum of 10 years’ of experience in one or more of the following: Price/Cost Analysis, Project Management, Proposals, Accounting, Finance, or Procurement

  • In-depth understanding of Supply Chain Procurement / Subcontract process

  • Significant understanding of US Government and non-US Government / Commercial contracting

  • Experienced in SharePoint, Microsoft Word tools

  • Experienced in Procurement / Subcontract package audits

  • Familiarity with Government Contractor Business System audits

  • Experience in developing and delivering training that ensures compliance.

  • Ability to obtain and maintain a DoD Secret Security Clearance, if needed, for the business.

Preferred Qualifications: 

  • Excellent problem solving and organizational skills.

  • Experience with all public law requirements Terms and Conditions, Contract Instruction and Program Addenda.

  • Experience in company operating element policies, procedures and forms (PrOP)

  • Experience in developing tools, managing webpages and digital transformation

  • Experience in Contractor Purchasing System Reviews

  • In depth working knowledge of FAR/DFAR and general contract law principles

  • Experience leading or working within cross-functional teams

  • Knowledge of SAP/Costpoint

        

This position reports to Redondo Beach, CA, USA, however, you are able to work from any of the additional 6 locations listed above.


Salary Range: $105,600 USD - $183,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
