The Director of Supply Chain Programs for the Ground Based Strategic Deterrent (GBSD) program will lead a diverse team of experienced Managers of Supply Chain Programs and Supply Chain Planning Specialists responsible for major subcontractors and suppliers supporting Infrastructure and Deployment.  This director’s responsibilities include collaborating with senior level division, BU, and program executive leadership to understand business requirements and identify and manage the needs for subcontracts for real property Engineering, Procurement and Construction (EPC). Responsibilities will include planning, negotiations, risk management and functional performance, managing key subcontractor cost, schedule, technical and quality performance. This position reports to Director of Supply Chain Programs for the GBSD enterprise. 

The Director of Supply Chain Programs will support the GBSD program’s real property Engineering, Procurement and Construction (EPC) scope and primarily supports the Infrastructure and Deployment Team (IDT) IPT.    The GSCPM will manage EPC subcontractors to achieve the following responsibilities:

  • Develops the acquisition/sourcing strategies and leads the activities for GSC in all phases of the Business Acquisition Process (BAP);
  • Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies;
  • Leads supply chain Program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution;
  • Briefs the Program Management Office (PMO) and executive management on the status and issues affecting Program cost and schedule performance;
  • Participates in supplier/subcontractor negotiations;
  • Conducts program reviews with the suppliers, subcontractors and program office;
  • Makes decisions affecting the performance of the subcontractor; and
  • Working with the Supplier Management Team (SMT) ensures subcontractors have established milestone objectives and that they meet schedules, contractual specifications (included construction submittal) and are compliant to jurisdiction operating requirements such as permits, inspections, notifications, biological and cultural monitoring, etc.)
  • Ensures subcontractor performs within the established program cost, schedule, and quality requirements.  
  • Supports Customer requirements for inputs into the MILCON Program Operating Memorandum (POM) process

Basic Qualifications: 

1. Bachelor's Degree in Supply Chain Management, Business, Engineering and/or technical discipline and a minimum of 10 years’ experience (or 8 years with a Masters) in defense or aerospace systems and/or management in development or production projects.
2. Advanced knowledge of supply chain management techniques, practices or theories gained through wide seasoning and/or special development.  Typically a broad functional knowledge.
3. Demonstrated success in leading managers and/or professionals to achieve projects cost, performance, and schedule requirements.
4. Demonstrated ability to create and maintain trusted relationships with internal and external customers.
5. Demonstrated success in leading and developing cross functional teams.
6. Strong organizational and interpersonal skills to communicate effectively verbally and in writing, with all levels of management and individual contributors.
7. Ability to travel domestically
8. U.S citizen and ability to obtain US Government Secret clearance.
9. 10+ years leading and/or managing teams.

10.  Military Construction contracting or subcontracting experience including working knowledge of basic construction terms and industry practices.     

11 Strong analytical skills.

Preferred Qualifications:

1. Demonstrated experience in supply chain management on a major program.
2. Master’s Degree in a Business or Technical field.
3. Demonstrated experience in interfacing seamlessly with functional teams, customers and major subcontractors in an IPT structure

4.  Program Management experience with earned value management system (EVMS) program.  

5.  Experience working with or for the U.S. Army Corp of Engineers (USACE) and / or U.S. Air Force Civil Engineering Corps or similar organizations.

6.  Experience with Firm Fixed Price and Cost Type Construction contracts and subcontracts using design-build and a design-bid-build execution strategy.     


Salary Range: $141,400 USD - $212,200 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
