The Product Lifecycle Management (PLM) Development Manager will lead a team of Application development professionals and Solution Architects which may include oversight of supplier personnel. The team performs application software development, maintenance and deployment to various production environments. Provide the strategic engineering, manufacturing, and sustainment enabling platforms for the NG Enterprise as well as the Digital Thread interconnectivity of these solutions.

Deliverables are produced by ensuring requirements and funding are adequately acquired, and inter-organization dependencies are coordinated with other organizations, such as Database Administration, Server Administration and Security.

Duties include:

  • Support of process, analysis, coordination, security documentation, software research, infrastructure introduction, emerging technology research inspections and periodic audits.
  • Management and definition of software development lifecycle (SCLC) process, including requirements management, construction, test and deployment. 
  • Periodic review of each system's audits and monitor corrective actions
  • Perform compliance reviews of Software development licenses and maintain compliance
  • Prepare accurate and timely responses to request for proposals (RFPs) from ESPMs, Product Owners, and Programs
  • Provide technical and programmatic guidance to the Development Team and align talent development strategy and execution to Sector and Corporate strategies
  • Develop positive working relationships with internal customers, peers, and technology suppliers for the benefit of the development team
  • Establish an inclusive culture within a diverse environment
  • Perform as the functional Manager and supervise a team of Application Software Development Professionals
  • Foster an environment for individual development, effective performance management, open communication, financial management, and utilization
  • Ensure the team follows Northrop Grumman Corporate organizations policies and procedures, making sure that all information is accurate and complete in support of those policies and procedures
  • Effectively communicate with program management teams, the Enterprise Services Program Management Office Team, the Information Technology Organization, and customer representatives
  • Perform interview and selection process of new employees, develop and maintain a talent pipeline
  • Assist with Department or Directorate special projects as required

Basic Qualifications:

  • 10+ years of relevant software development or implementation experience with a Bachelor’s degree in: Management Information Systems, Information Systems, Computer Science, Computer Engineering, Data Science, Software Engineering, or related discipline. (Equivalent professional technical experience will be considered in lieu of the degree requirements)
  • 6+ months of experience with Siemens Teamcenter (Unified) development or competing PLM tool (3Dx, Matrix).  
  • Software Development, code management, system test and implementation (DevSecOps), usage of Agile development practices
  • Demonstrated understanding of Digital Thread and Fabric concepts
  • Excellent communication skills and able to quickly learn new concepts and business processes.
  • Required to follow established development and administration processes
  • Must be able to obtain a DoD Secret Security Clearance 

Preferred Qualifications:

  • Teamcenter development and implementation experience
  • Teamcenter Production administration and support experience
  • Teamcenter installation and maintenance procedures and methods
  • Experience using AzureDevOps
  • DevSecOps Pipeline Development and maintenance
  • Experience with Automated Testing platforms
  • Security+ Certification
  • Demonstrated experience implementing multiple tools integrated into Teamcenter (CAD, Requirements, MBSE, ERP, MES, etc)
  • Project Management certifications (CAPM/PMP) or demonstrated experience
  • Experience with integration technologies, data migration strategies and experience
  • Masters Degree in MSIS, MIS, Data Science, Computer Science, MBA with IS emphasis
  • Active DoD Secret Clearance

This position reports to Redondo Beach, CA, USA, however, this position can also be worked from San Diego, CA, CA, USA.


Salary Range: $143,500 USD - $215,300 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
