The Space Systems CIO PMO is seeking a Senior Principal or Staff level Enterprise Services Program Manager (ESPM) in support of Strategic Deterrent Systems Division (SDS Div) Functions in the Northern Utah area. Specifically, the ESPM will support SDS Div Special Projects and overall Office of the CIO activities in support of the SDS Div. In supporting the SDS Div, the successful candidate will have responsibility to support all hNGES services to the SDS Div to include oversight of operations and maintenance of the RIC Campus as well as executing new projects to stand up capabilities on the on the Campus and across other SDS Div Sites. 

The ESPM leads all aspects of implementing innovative information technology (IT) solutions that deliver value and enable SDS Div strategic business initiatives. This includes leading all IT strategic planning and implementations, as well as day-to-day IT activity across the SDS sites. In addition, the ESPM, in coordination with CIO and Global Operations service lines (which together make up the hNGES), is accountable for the delivery of all services that hNGES provides, including Service Center Operations, Cyber Security, and Industrial Security. 

Responsibilities will include but not be limited to the following:

  • Execute Chief Information Office strategy and operational activities including service delivery, technical requirements gathering, build versus buy analysis, infrastructure solutions and project execution
  • Act as the CIO ambassador to program leadership, functional organizations, and site employees and advocate to represent program requirements and concerns to the Space Systems CIO PMO management
  • Effectively interact with members of the Enterprise Services, classified IT, and business leadership teams to optimize strategies to support goals and objectives, including managing budget and costs
  • Oversee proposal development, staffing plan development, product and service acquisition and delivery, teaming relationships and communication activities, thereby ensuring timely and cost-effective delivery and customer satisfaction
  • Coordinate testing and acceptance of CIO initiatives, pre-production and support user training, and on-going feedback
  • Monitor customer satisfaction with service delivery and engage CIO and Global Operations resources to assist as required to meet and exceed CIO and Global Operations service level objectives
  • Develop strong/empowered relationships with cross functional sector groups. Drive and influence simplification improvements while understanding business partner/program business objectives and needs.
  • Escalate service actions and associated delivery priorities as required.
  • Identify systemic technical and service delivery challenges and then coordinate solutions with CIO and Global Operations functional representatives; engage constructively to identify solutions
  • Develop, present, and obtain approvals for CIO budgets, project plans, and functional/business unit initiatives
  • Deliver leadership, peer engagement, and highly effective collaboration across the Space Systems CIO PMO supporting Space Systems sector, SDS Div and CIO enterprise initiatives and project.     

Basic Qualifications for Staff Level:

  • Bachelor’s Degree with 13 years of IT experience is required; OR a master’s degree with 11 years of IT experience; OR a PhD with 8 years of IT experience
  • Must have Secret Collateral clearance with ability to obtain and maintain Top Secret clearance and SAP access.
  • Must have experience in either project management, cost, budgets, or scheduling.  
  • Must have a minimum of 5 years of experience using the following MS Office Suite tools: Word, Project, PowerPoint, Outlook, and Excel.
  • Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or liaison interfacings for large enterprise organizations.
  • Demonstrated ability to pro-actively identify issues and solutions to those issues, and drives issues rapidly to closure.
  • Excellent organizational, verbal, and written communications skills.
  • Ability to travel up to 10% of the time.

Preferred Qualifications:

  • Prior Northrop Grumman Space Sector SDS Div or Sentinel Program Specific experience.
  • Broad background in IT Infrastructure, business applications, and operations.
  • Ability to perform risk & opportunity analysis and prepare detail cost and technical proposals.
  • Active Top Secret security clearance with an adjudication or reinvestigation date within the past 5 years, and the ability to maintain the required clearance; additionally, the selected candidate will be required to obtain SAP access

Salary Range: $134,700 USD - $202,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
