Northrop Grumman's Office of the Chief Information Officer (OCIO) is seeking a Manager of Information Technology Enterprise Engineering Design Tools in the Defense Systems (DS) Sector CIO PMO.

Position Summary
The Manager of Information Technology is responsible for ensuring that Defense Systems Engineering and Manufacturing organizations have the tools (CAD, CAE, etc.) and support to execute on programs across all three DS divisions.  This position will report to the Director of Information Technology – Engineering Operations & Technology and will lead a team of direct and dotted line personnel to drive OCIO and DS Engineering & Manufacturing Tools strategy and initiatives that align with the corporation and sector goals.  This position can be based out of the Defense Systems Headquarters in McLean, VA or other major Defense Systems Locations (ABL-West Virginia, Elkton MD, Huntsville AL, Northridge CA, Orlando FL).  Hybrid/remote options are a consideration if they are in the vicinity of a major DS Sector site.   

The Manager of Information Technology will establish and maintain effective internal and external customer relationships to foster an in-depth understanding of business requirements and will lead and develop transformational strategies/concepts, implement change to create and drive programs responsive to business requirements.  This role will also standardize delivery of engineering tools and common support procedures/models, drive economies of scale and efficiencies in terms of cost optimization and improve engineering productivity (reduce licensing and training costs, faster onboarding to other programs).

They will leverage the broader OCIO to achieve Enterprise and Defense Systems performance objectives. In coordination with OCIO, they will be part of the delivery of all services that OCIO provides, including Service Center Operations, Information and Cyber Security, Program Security, and other initiatives.

Roles and Responsibilities

The Manager of Information Technology is responsible and accountable for managing all sector-specific recurring and nonrecurring activity:

  • DS Strategy of Engineering and Manufacturing Design Tools – Licensing and Support Models
  • Oversee DS Governance & Technical Review Boards of Engineering & Manufacturing Design Tools
  • Financial Management of Tools Licensing Pools – Forecasting, Budgets, Cost/Charge-Back Models, Risk/Opportunity Management
  • Drive Procurement and Enterprise Agreements to reduce costs and hit budget objectives
  • Work with programs to ensure they have adequate licenses for tools and assist in the procurement process of licenses
  • Engineering and Manufacturing Tools User Support
  • Drive Communications for business awareness and harmonization of tools and processes
  • Support DS PLM Roadmaps and convergence to harmonize Corporate PLM Solution 
  • Functional responsibilities include: Coaching and developing team members, Employee performance evaluations, Time card approvals, Team building, interviews and candidate down-select

The Manager of Information Technology must have experience managing multiple customers and complexity with limited team resources and will be actionable for many high-priority assignments at all times.

Qualifications:Basic Qualifications:

Candidates must have:

  • Bachelor’s degree in a related STEM discipline and 10+ years of progressive professional experience; 7 years of relevant experience with a master’s degree in a related STEM discipline.
  • Prior Program/Project management experience.
  • Prior experience managing a portfolio of diverse and complex IT projects.
  • Prior experience managing direct and indirect employees.
Preferred Qualifications:Candidates with these skills will be given preferential consideration:
  • Supported Engineering and Manufacturing CAD/CAM (NX, SolidWorks, ect), CAE (Ansys, Nastran), and/or HPC
  • Demonstrated ability to pro-actively identify issues, solutions, and drive issues rapidly to closure.
  • Demonstrated ability to communicate, present and collaborate with executive leadership.
  • Previous experience managing budgets and partnering with customers to prioritize support to business priorities and objectives.

This position reports to McLean, VA, USA, however, you are able to work from any of the additional 5 locations listed above.

Salary Range: $112,700 USD - $169,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
