Northrop Grumman Defense Systems is seeking a highly qualified International Trade Compliance Manager 2 to join the NGDS International Trade Compliance (ITC) team for oversight of a portfolio of programs within the Combat Systems and Mission Readiness Division (CSMR). This position will offer a hybrid schedule. Candidate will need to be able to work several days per week on-site in McLean, VA, Orlando, FL or Huntsville, AL.

Responsibilities will include the following:

  • Develops licensing strategies, export authorizations, training, and guidance based upon knowledge of the U.S. export regulations and implementation of Northrop Grumman policies and procedures

  • Leads discussions with USG stakeholders regarding provisos, proviso reconsiderations, and assists with program/capture technology release

  • Responsible for overseeing trade compliance for fast-paced business development opportunities

  • Serves as the Empowered Official for transactional compliance with export regulations, license preparation and processing, and the use of exemptions and exceptions in lieu of licensing for business areas

  • Creates, reviews, and signs export and temporary import license and agreement applications in compliance with applicable U.S. government laws and regulations

  • Ensures compliance with business processes for submitting to and obtaining from the U.S. government all necessary export and import licenses, permits, and certifications

  • Executes operational processes for assuring trade compliance through gate reviews of technical data, foreign travel, foreign visits, and export and import shipments

  • Responsible for commodity jurisdiction and classification determinations

  • Maintains awareness of changing export control laws and regulations and provides analysis regarding applicability and impact to company products and technologies, as well as existing company export policies and procedures

  • Serves as a subject matter expert to support training and education on export related matters

  • As an integral member of International Trade Compliance, may perform other duties on a collateral basis as assigned by their Manager, to include leading various Northrop Grumman process improvement projects

  • Supports law department in investigating and resolving compliance problems, questions, or complaints

  • Maintains applicable trade compliance records in accordance with regulatory requirements

Basic Qualifications:

  • This position emphasizes skills and experience. Must have one of the following:

  • High school diploma or GED with a minimum of 14 years of international trade compliance experience

  • Bachelor's degree in business, finance, or a related discipline with a minimum of 10 years of international trade compliance experience

  • Master’s degree in business, finance, or a related discipline with a minimum of 8 years of international trade compliance experience

  • Working knowledge of International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)

  • Proficiency with use of Microsoft products (Word, Excel, PowerPoint, Teams)

  • Experienced and comfortable providing training in person or via virtual methods

  • Must be able to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance

  • Must be able to travel as needed (up to 10% of the time)

Preferred Qualifications/Skills:

  • Ability to be an independent thought leader for the function and work effectively as part of a highly integrated leadership team

  • Effective communication and interpersonal skills

  • Knowledge of Northrop Grumman products and services

  • Experience in training large, diverse groups on various export related issues matters

  • Active DoD security clearance

This position reports to Orlando, FL, USA, however, you are able to work from any of the additional 2 locations listed above.


Salary Range: $102,500 USD - $153,700 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
