Northrop Grumman’s Launch and Missile Defense Systems Division is seeking a Director of Programs to lead the Intermediate Range Ballistic Missile/Intercontinental Ballistic Missile (IRBM/ICBM) Targets Program.  This $1.5B program with annual revenue in excess of $100M is the mainstay of the Missile Defense Agency’s (MDA) Long Range Targets portfolio, and provides both ground and air-launched targets used to test various MDA interceptors. Production efforts are focused in Chandler, AZ; Huntsville, AL; and Promontory, UT, while missions are executed in a campaign style from numerous forward staging areas in and around the Pacific Ocean region.

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

This position will be located in Chandler, AZ with ≤25% travel anticipated.

The successful candidate will:

  • Maintain responsibility for overall cost, schedule, and technical performance of the program
  • Lead a multi-disciplinary team to achieve timely delivery of baseline production targets, specialized adapter kits, and missionized launch vehicles that meet challenging customer requirements for technical capability and reliability
  • Provide program leadership for all phases of Mission Execution per the MDA Integrated Master Test Plan (IMTP), including Pre-Mission Analysis, Launch Vehicle Missionization, and safe execution of Launch Operations from various forward staging areas
  • Coordinate with MDA customer on tactical planning needs such as mission schedule de-confliction, communication of funding requirements, and technical risk mitigation
  • Identify and implement plans to achieve strategic objectives such as long term production efficiency improvements, parts obsolesce risk mitigation, and product quality enhancement
  • Define program financial operations objectives and provide input for financial reporting to executive leadership
  • Develop and adhere to budget baselines utilizing Earned Value Management System (EVMS) control methodologies and tools
  • Hold decision authority in the negotiation of contracts, identification of key terms and conditions, contract changes, operating budgets, and schedule milestones
  • Manage multiple individual Contract Line Items with varying contract types, including CPIF/CPAF/FPIF/FPAF/FFP
  • Lead proposal development activities for contract additions, including Task Instructions
  • Oversee development and maintenance of Integrated Master Schedule and Daily Activity Schedule
  • Identify risks and develop and implement associated mitigations and/or recovery plans
  • Prepare and present briefings on program status/progress for customers, executive management, and other program stakeholders
  • Be willing to embrace additional emerging management responsibilities associated with smaller agile programs within the Targets operating unit

Basic Qualifications:

  • Must have U.S. Citizenship and hold a current or active Top Secret clearance with the ability to obtain SCI/SAP level access
  • Minimum Education/Experience: Bachelor of Science degree plus a minimum of 10 years of experience; Master of Science degree plus 8 years of experience
  • History of Successful large Program Management preferably with Department of Defense customer community
  • Exceptional written and oral communications skills
  • Knowledge and management of various CLIN types including CPIF/CPAF/FPIF/FPAF/FFP

Preferred Qualifications:

  • Program management experience as a prime contractor with the Missile Defense Agency (MDA)
  • Campaign style rocket launch experience
  • Air-launched/parachute delivered missile experience
  • Familiarity with solid rocket motors, preferably Orion, Trident, and SR119

Salary Range: $176,200 USD - $264,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
