Northrop Grumman’s Mission Systems sector is looking for a Manager, Programs Level 3 to support the Integrated Digital Systems operating unit within the Navigation and Cockpit Systems business unit in Woodland Hills, CA.  The individual will lead a cross-functional organization aligned to common strategic growth and program performance goals.  The individual will lead teams to support value creation strategies and actions, while addressing critical decisions in competitive positioning, positioning for development opportunities, customer demonstrations, compelling proposals and profitable business deals. 

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).  Primary responsibilities include, but are not limited to: 

  • Cultivating customer relationships and intimacy to develop further opportunities within the customer community
  • Develop capture strategies, customer value propositions, teaming agreements, and discriminating technical, management, and business offerings to maximize portfolio prospects
  • Prepare, maintain, and coordinate with functional organizations / division teams to keep projects on schedule; identify risks / opportunities to mitigate project issues
  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
  • Delivering presentations to customers, executive management and other program stakeholders
  • Creation, review and finalization of the program Statement of Work
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
  • Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test
  • Identification, distribution, tracking, and completion of program requirements
  • Work with Estimating and Pricing to strategize cost development and justification, including setting the Basis of Estimate (BOE) detail level
  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools

Basic Qualifications:

  • Bachelor’s Degree and 10 years, or Master’s and 8 years experience supporting U.S. Government contracts and customers and/or project management in other industries
  • 5 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager
  • Demonstrates excellent communications skills (both oral and written) – ability to be persuasive, clear, and concise
  • International Program Management: The ability to effectively manage both cultural differences and ways of doing business in countries other than the United States; while ensuring that items, commodities and technologies entering or leaving the United States do so within the proper US legal and regulatory framework
  • Program Growth:  The ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives
  • Proposal Management: The ability to define proposal strategy, lead proposal teams, analyze and shape RFPs, produce and deliver winning proposals, effectively track and incorporate Review Team comments and findings, and manage post-proposal submittals (orals, finding responses)
  • Capture Management: Insight into customer technical and business (financial, political, cultural) requirements and the ability to shape customer expectations with a solution that satisfies their needs and is advantageous to the company

Preferred Qualifications:

  • Master’s degree in Business Administration or other relevant graduate degree - Five plus (5+) years in Program Management, Engineering, and Business Development leadership roles
  • Knowledge of and experience in NGMS’ business areas, including business models, structure and programs
  • Knowledge of major US DOD acquisition organizations, military customers, and/or military planning/requirements organizations
  • Capture experience that spans DoD, Commercial, and International captures

Salary Range: $176,100 USD - $264,100 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
