Northrop Grumman Mission Systems (NGMS) is looking for a Director, Programs 1 to support the Naval and Oceanic Systems (NOS) business unit in Charlottesville, VA. The director is responsible for leading a team of program managers and capture teams in our Maritime Systems and Integration Operating Unit (OU). Key objectives include expanding our shipyard, prime contractor, US Army, US Navy, US Coast Guard, and international contract base by identifying opportunities within our core Integration and Ship Services line of business and identifying and pursuing growth opportunities and adjacencies.   Developing technical roadmaps and associated business cases to support NCTA funding requests in support of business pursuits is critical.

What You'll Get to Do:

The individual will lead a program management team aligned to common program performance goals.  Understanding the principals of program management to include risk and opportunity and earned value management is required.   The position will require a candidate with strong leadership and decision-making skills with the ability to perform in a dynamic environment. The position must role model Northrop Grumman leadership characteristics. Strong communication and executive presence skills are required to be able to effectively interact with a geographically disbursed team and to interact with senior leadership.  We are looking for a self-starter with the initiative to drive the business, coupled with good sound judgment.

The Director is responsible for developing a performance and growth strategy for their teams and ensuring coordination and management of all phases of execution, from inception (proposal development) through completion (contract closeout).  Primary responsibilities will include but are not limited to:

  • Responsible for the cost, schedule and technical performance of programs.
  • Participates in the negotiation of contract and contract changes.
  • Develops new business or expands the product line with the customer; works in partnership with the Strategy and Mission Solutions and Emerging Capabilities teams in this area.
  • Works with the program management team in directing the work of employees assigned to the programs from technical, manufacturing, supply chain, mission assurance, business management, and other areas of the program.
  • Establishes strong business relationships with shipyard, prime contractor, US Army, US Navy, US Coast Guard, and international customers.
  • Proactively identifies trends, risks, and opportunities within the organization and develops solutions in partnership with peers, division and matrix leadership, COE and regional/division HR business leaders.
  • Using data and analytics, develops solutions to current business issues as well as proactively engage in opportunity expansion and risk mitigation.
  • Concisely and effectively presents information to the management team to enable good business decisions.
  • Provides day-to-day people leadership of a diverse team and creates an environment that accelerates development of talent and drives continuous improvement.
  • Actively participates in employee engagement activities including engagement action team leadership.
  • Responsible for performance addressing cost, schedule, and technical quality for related Work Breakdown Structure (WBS) elements on all assigned programs.
  • Up to 25% travel may be required.

Basic Qualifications:

  • Bachelor's Degree with 10+ years of experience or a Master's degree with 8+ years of experience supporting Department of Defense, Government contracts, or project management in other industries.
  • Experience on Domestic and International programs.
  • Experience leading a team of program managers, with demonstrated success aligning teams and organizations to achieve a common goal.
  • Experience managing communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs.
  • The ability to address uncertainty through an organized and analytical forward looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities.
  • The ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.
  • The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.
  • Prior experience with Earned Value Management (EVM) metrics, tools, and techniques.
  • Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).
  • US Citizenship with the ability to obtain and maintain a Secret Security Clearance.

Preferred Qualifications:

  • Active Secret Security Clearance.
  • Prior experience supporting shipboard systems and shipboard/shipyard/test facility integration and test activities.
  • Prior experience with Direct Commercial Sales (DCS) contracts and Foreign Military Sales (FMS) international contracts.
  • Prior experience with USG export approval offices and processes to gain export licensing.
  • Bachelor’s degree in Engineering or Master’s degree in Business Administration (MBA).
  • Project Management Professional (PMP) or Program Management Professional (PgMP) certification.

Salary Range: $176,200 USD - $264,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
