Northrop Grumman Oceanic enables Undersea Superiority by delivering innovative and disruptive undersea mission solutions and platform capabilities to domestic and international customers. This includes the design, development and production of submarine sensors, unmanned maritime systems, minehunting systems and torpedoes. Northrop Grumman Mission Systems is seeking a Mission Assurance Manager 3 to lead the Oceanic Quality Mission Excellence Team at our Annapolis Campus. You will report solid line to the VP of Operations Maritime/Land Systems Sensors Division and dotted line to Oceanic site lead.

  • Responsible for the project quality performance planning, Quality risk management, technical quality, and factory accountability oversight for programs statements of work.
  • Develops, modifies, applies and maintains quality evaluation and control systems and protocols for processing materials into partially finished or finished materials product.
  • Act with agility to Oceanic business needs and interact in collaborative way to empower diverse, cross functional teams, including both internal and external members to achieve positive business results, including operating decisions, scheduling requirements and contractual clarification.
  • Develop, modifies, applies and maintains quality evaluation and control systems and protocols for processing materials into partially finished or finished materials product.
  • Ensuring the Quality/Mission Assurance, Manufacturing, and Engineering processes are consistent with industry capability maturity models and QMS standards (ISO 9001)
  • Collaborates with engineering and manufacturing functions to ensure quality standards are in place.
  • Devises and implements methods and procedures for inspecting, testing and evaluating the precision and accuracy of products and production equipment.  
  • Audits quality systems for deficiency identification and correction.
  • Ensures that corrective measures meet acceptable reliability standards and that documentation is compliant with requirements.
  • May specialize in the areas of design, incoming material, production control, product evaluation and reliability, inventory control and/or research and development as they apply to product or process quality.

Primary Responsibilities:

  • Manage the Quality Mission Excellence Organization within the larger organizational unit, setting & operating to objectives & providing guidance to subordinates based on goals, objectives & company policy.
  • Regularly performs analysis of alternative courses of action. Decisions have risk/reward implications for program or area of influence
  • Collaborate and coordinate with other functional managers, process center leaders, value stream leaders and value stream owner(s) to meet division, value stream, and quality objectives.
  • Establishes operating procedures that affect organizational unit(s). Interprets, executes, and recommends modifications to organizational policies. Establishes operating policies and procedures that affect subordinate organizational units.
  • Collaborate and coordinate with the manufacturing and design teams to achieve product and site goals and overall program quality, delivery, and cost objectives are achieved.
  • Accountable for Quality Engineering resource and budget planning
  • Accountable to ensure Quality Management System is effective and followed.
  • Review trend metrics and analyze misses
  • Facilitate root cause determination and resolve quality issues, including nonconformance (NC), corrective action (CA)
  • Responsible for ensuring functional management goals and processes are meaningful, data driven, and being executed to plan.

Basic Qualifications:

  • Bachelor's degree with a minimum of nine (9)+ years of relevant work experience OR a Master’s Degree with seven (7)+ years of relevant work experience.
  • Minimum of five (5)+ years of leadership experience
  • Active DoD TS/SCI clearance
  • Experience with Quality Management Systems (ISO 9001, and government standards).
  • Ability to communicate, manage and achieve site tactical and strategic goals for assigned value stream
  • Experience with Root Cause and Corrective Action

Preferred Qualifications:

  • NG QMS familiarity
  • ISO 9001 familiarity
  • Experience with Customer interactions, including DCMA
  • Lean/Six Sigma experience
  • World Class Manufacturing
  • Personnel management experience
  • Planning and budgeting experience

Salary Range: 148300 - 222500

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
