The Director of Naval and Oceanic Systems (NOS) Program Development will be responsible for the development and implementation of NOS strategic planning, investment planning, market assessment, competitive assessment, opportunity pursuits, pipeline management, and customer engagement.  The successful candidate will work closely with all of the Maritime/Land Systems and Sensors (MLSS) Business Units as well as other Northrop Grumman Mission Systems (NGMS) Divisions to develop maritime multi-domain (seabed to space) solutions to meet customer capability needs.  The Director of NOS Program Development will support the BU VP in developing the NOS Long Range Strategic and Annual Operating Plans, and is directly responsible for creating, cultivating and capturing a pipeline of domestic and international business opportunities to support those plans. 

This position will report to the MLSS Division Director, Program Development but will principally work with and support the Vice President, Naval and Oceanic Systems for the Business Unit's growth, pipeline development and customer engagement planning.  The position requires demonstrated experience in strategy development, business development, marketing, and external communications and detailed knowledge of DoD acquisition and budget processes.

Responsibilities include:

  • Long-range strategy development and investment planning
  • DoD budget analysis
  • Leading the annual strategic planning process for the BU
  • Significant contributions to the Division's capture activities
  • Responsible for NOS BD team’s customer relations and pipeline management utilization
  • Identify and target new business markets and strategic partnerships to create value growth
  • Achieving acquisition and sales goals
  • Manage the business acquisition processes (BAP) within NOS
  • Identify new business opportunities and adjacencies
  • Plan and build sustained customer relationships
  • Develop and implement internal and external communication plans for the BU
  • Interface with sector and corporate business development and strategy organizations
  • Develop and implement trade show activities

 Qualifications - Internal

    

Basic Qualifications:

  • 7 years of demonstrated experience in strategy planning, business development, marketing, sales and/or pipeline development
  • Excellent interpersonal and communication skills – including the ability to present and articulate issues, strategies and solutions to senior customers and Northrop’s senior management team.
  • Working knowledge of DoD requirements development, budgeting and acquisition process.
  • Understanding of the Congressional budgeting cycle and OPNAV / OSD organizations.
  • Active SECRET clearance

Preferred Qualifications:

  • 10 years of experience in business development, marketing, sales, industrial cooperation planning, and associated international business processes
  • Knowledge and understanding US Navy customer requirements generation and mission concepts of operations.
  • Experience in the Navy requirements development, budgeting and acquisition process.
  • Working level experience in the Congressional budgeting cycle and OPNAV / OSD operations
  • Broad network of key officers in the Navy/USMC operational, requirements, and acquisition organizations. 
  • Ability to obtain a Top Secret Clearance with access to Special Compartmented Information (TS-SCI).

Salary Range: $180,200 USD - $270,200 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
