Supervisory or management responsibilities for projects researching whether a product can be produced, the quality of the product and the related processes. One or more of the following engineering disciplines would typically be used: CIM, failure analysis, industrial, manufacturing, manufacturing equipment, process, product, quality assurance, reliability, supplier quality, test and tool.

Job Scope

Manages a segment of a program or a function. Responsible for the direct supervision/management of the staff. Responsible for providing objective-oriented direction to subordinates utilizing management guidelines & general policies. Program Manager responsibilities include: planning and program performance addressing cost, schedule, technical performance, and quality of a work package, subsystem, or related group of work packages on a large system development-type contract or full responsibility for all aspects of program performance on a large delivery order or mid-size technical services-type contract.

Guidance Given, Assignments Received

Assignments are received in objective oriented terms. Provides direction to subordinates based on general policies and management guidance. Work is reviewed for adequacy in meeting objectives.

Knowledge and Technical Skills

Competence is required in a specialized or technological field. Full working knowledge of procedures and practices. Decision Making Relates more to specific job function. Risk to the Corporation is minimal. Makes decisions that support accomplishment of discipline objective. Direct Work Involvement Oversees projects and task assigned to the organizational group performed by non-exempt and/or exempt employees. Becomes involved only when required to assist in meeting schedules or to resolve technical or operational problems. May accomplish results through lower level supervisor or exempt employees.

Policy Involvement

Executes department procedures that typically affect individual employees within own department. Policy management: Interprets and executes policies and procedures that typically affect subordinate organizational units. Recommends modifications to operating policies. Financial Ensures that projects are completed on schedule and within budget

Supervisory Relationships

Accomplishes results through lower-level subordinate supervisors or through experienced exempt employees who exercise significant latitude and independence in their assignments. Often head a centralized functional activity.

Operations Involvement / Direct Work Involvement

Functions as an advisor to unit regarding tasks, projects, and operations. Becomes actively involved in daily operations only when required to meet schedules or to resolve complex problems. Impact Ensures that projects are completed on schedule and within budget. Erroneous decisions or recommendations or failure to complete assignments would normally result in serious delays to assigned projects resulting in considerable expenditure of additional time, human resources and funds. Liaison Frequent contacts with internal personnel and outside customer representatives at various management levels concerning operations or scheduling or specific phases of projects or contracts. Conducts briefings and participates in technical meetings for internal external representatives concerning specifics operations.

This is both a functional management position with direct reports and a leadership role supporting the OU and BU. The Manufacturing Operations Project Managers are the interface between the Business Area and Manufacturing. This position is responsible for schedule management and cost accountability of Manufacturing activities for this Business Area.

Responsibilities include, but are not limited to:

  • Manage the production execution for Precision Targeting and Protection OU
  • Manage the Operations Project Managers team
  • Manage Manufacturing cost and schedule performance
  • Serve as Manufacturing lead for all proposals for Precision Targeting and Protection
  • Create and lead teams to resolve the issues adversely impacting the Manufacturing execution of the programs
  • Understand and report on Manufacturing Operations status at the required level of detail to the Program Manager, Sector Executive Management and customers
  • Ensure Manufacturing has the needed resources (resources Manufacturing needs as well as allocation of resources from Manufacturing) to execute the programs
  • Direct the work of the reporting Operations Project Managers
  • Perform manpower planning and execute hiring to support the Business Area
  • Mentor, develop, and assess direct reports
  • Provide strategic leadership to ensure all Program and Manufacturing objectives are achieved
  • Provide Manufacturing expertise to support the strategic vision of the Business Division
  • Candidate must have demonstrated ability in working with cross organizational teams and customers; the ability to set and clearly articulate goals/priorities and successfully communicate them to key staff; strong leadership skills; and a track record of building high-performance teams, with a particular focus on employee development, engagement, inclusion, and retention.

Basic Qualifications:

  • Bachelor's degree with 5+ years of relevant experience or Master's degree with 3+ years of relevant experience
  • 3+ years of experience leading people and/or projects
  • Experience working in Manufacturing, Engineering, Test, Production, Manufacturing or Industrial Engineering, Project Engineering, IPT, Operations Project Management (OPM), or similar roles 
  • Working knowledge of Material Requirements Planning (MRP) systems
  • The ability to obtain a Top Secret; US citizenship is required.

Preferred Qualifications:

  • 2+ years of direct people leadership experience
  • Experience leading Manufacturing proposal efforts that include labor quoting, schedule and capacity analysis, investment planning, and descriptive writing contributions
  • Excellent presentation and communication skills
  • Program execution experience

Salary Range: $102,500 USD - $153,700 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
