Northrop Grumman Space Systems is seeking a senior level Program Manager in the fast-growing Payloads and Ground Systems (PGS) Division.  The Program Manager will provide execution management for the Servo Program’s Ground and Operations Segment (aka “Servo Ground”), a ~$40M project, with near term growth to $100M+.  He/she is responsible for leading a team of 40+ FTEs to deliver ground software and operations products within cost and schedule commitments, utilizing an Agile development process.  This role also includes management of customer and program stakeholders and communication to executive management.           

Key responsibilities include:

  • Manage Servo Ground’s cost, schedule, and technical performance across all remaining program phases.  Review and approval of all key decisions that affect the cost/schedule/technical baseline. 
  • Act as primary customer contact for the ground segment and provide ground leadership for program reviews with customer and/or NG leadership to address cost, schedule, and technical performance.
  • Advance program and NG strategic objectives by building and maintaining trusted relationships with customers and other stakeholders and by engaging in internal and customer forums related to the program’s roles in the broader end-to-end Enterprise.
  • Support the program office and contracts organizations in the preparation of proposals, business plans, proposal work statements, specifications, operating budgets, and financial terms/conditions of the contract. For changes affecting Servo Ground scope, lead these efforts and ensure appropriate executive reviews and sign-off.
  • Ensure any scope changes for Servo Ground are fully understood and impacts to cost, schedule and risk are addressed and coordinated with appropriate stakeholders.
  • Establish, manage, and track milestones, ground element product roadmaps, inter- and intra-program dependencies, and ensure adherence to master plans and schedules.
  • Ensure effective identification and management of issues, risks and opportunities across Servo Ground. Drive issues to closure and make informed, timely decisions based on competing points of view, constraints, customer/stakeholder priorities and company strategic objectives.
  • Build and sustain an effective, engaged, and integrated team in a complex, geographically dispersed, and dynamic environment.
  • In partnership with Global Supply Chain Management, identify, coordinate and direct subcontractors and suppliers.
  • Effectively coordinate and collaborate with INS functional and both INS and RSP P&L leadership to ensure required staffing, processes, tools, training, infrastructure, etc. are provided to support successful ground segment project execution.  
  • As a senior leader, support color teams or other independent reviews when requested (consistent with program commitments).
  • Provide leadership support to program and OU engagement and DE&I initiatives.

Basic Qualifications:

  • Bachelor's Degree in Engineering, Business, or related fields
  • 10 years of combined work experience relevant to technical, functional, program management or major IPT leadership; 5 years of management experience
  • Qualified candidates must have a background in Ground Systems Development, Fielding and Support and/or large-scale enterprise systems engineering and integration to include proven experience in software development and systems engineering, integration, and test.
    • Current/active Top Secret clearance, and the ability to obtain/maintain a TS/SCI clearance Demonstrated ability to create trusted customer relationships
    • Ability to lead complex and geographically dispersed program teams comprised of engineering, business, contracts, law, supply chain, and mission/quality assurance
    • Excellent interpersonal skills, a collaborative management style, and an inherent drive to deliver on commitments
    • Experience with Agile methodology, preferably in a lead role
    • Proficiency in earned value management

Preferred Qualifications:

  • Servo Program Clearance
  • Experience with satellite Ground Segment architecture and capabilities
  • Experience managing software projects to include DevSecOps and Cloud environments
  • Proven experience running Agile Earned Value Program
    • Experience with Jira, Confluence, Fisheye+Crucible tools
    • Knowledge and familiarity with the program’s customer and business area
    • Demonstrated conflict management, personnel management, and negotiation skills
    • Proven ability to effectively work across multiple organizations to form teams, gain internal support, act with speed, and make tough decisions
  • Strong in MS Project, Excel, Power Point, Word
  • Excellent oral, written and electronic communication skills
  • Practitioner of NG’s business acquisition process
  • Proposal preparation and leadership experience
  • Master in a related technical field and/or Master of Business Administration


Salary Range: $163,200 USD - $244,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
