Northrop Grumman Space Systems – Payload and Ground Systems Division in Azusa, CA, is seeking a highly motivated individual to be the Program Operations lead supporting the Advanced Programs Operating Unit (OU) for the Strategic Force Programs (SFP) Business Unit (BU).   This role will report on-site daily. We can accommodate partial telework based upon business/program/team need.

What You Will Get To Do:

Primary responsibilities will be to support the OU Director in management of the Operating Unit for program execution, proposal development, capture activities, and the management of cost, schedule, and technical performance:  

Assists the OU Director in the delivery of all contractual requirements and investment objectives on cost and on schedule, while achieving all technical requirements to support value creation strategies and actions. Helps lead a cross-functional organization aligned to common program performance goals. Is responsible to help lead all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).

Collaborates with Program Managers within the OU to assist in the development, review, and maintenance of program roadmaps, technical maturation plans, risk reduction roadmaps, and program schedules to meet contract requirements and achieve the program’s strategic intent. Provides oversight to Program Review Authority reviews, supports Business Unit and Division Program reviews, and works with functional organizations to ensure required Staffing is provided. 

May support and/or manage the preparation of proposals, business plans, statements of work, proposal work statements and specifications, operating budgets, and financial terms/conditions of a contract. May support proposal strategy development, lead proposal teams, analyze and shapes RFPs, effectively track and incorporate Review Team comments and findings, and manage post-proposal submittals (orals, finding responses).

Basic Qualifications:

  • Bachelor’s Degree in a S.T.E.M. (Science, Technology, Engineering or Mathematics) Field and 9+ years of related experience
  • Familiarity with EO/IR and/or Remote Sensing Payload design, development,  and post-delivery efforts
  • 6+ years in program management/leadership role
  • Experience with planning, scheduling, and earned value management systems (EVMS) to initiate, execute, manage and control program plans against cost and schedule baselines that meet both program contractual requirements and stakeholder expectations. This also includes risk and opportunity management.
  • Communications: The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs.
  • Active Top Secret clearance with SCI program access
  • Ability to attain and maintain program access (PAR)
  • U.S. Citizenship is required.

Preferred Qualifications: 

  • Master’s Degree in a STEM field & 12+ years or related experience
  • 10+ years in program management/leadership role
  • Experience with business captures and leading proposal activities

    Salary Range: $171,000 USD - $256,400 USD

    Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
