Northrop Grumman Space Systems Sector, Military & Civil Space Remote Sensing organization is looking for an Operations Manager 2 for the JPSS ATMS program to help coordinate program logistics and to assist in shaping program direction.  With activities ranging from proposal management, staffing coordination, leading major program milestone reviews, implementing lessons learned, metrics collection and analysis, earned value management, and contract change request coordination.  This leader must be capable of understanding all phases of the JPSS ATMS program and be comfortable interacting with internal and external customers. 
The qualifying candidate will be responsible for the following: ·       Managing proposal efforts for the JPSS ATMS program: o   Leading subject matter experts in BOE & schedule development o   Examining estimates of material, equipment services, manufacturing integrations and test events, performance requirements, and delivery schedules to ensure accuracy and completeness  o   Preparing bids; assist with BOE generation to ensure accuracy with program staffing support for the proposal effort o   Coordinating the Technical Review Board (TRB) packages and presentation to receive approvals from the TRB and company leadership o   Conducting customer contact activities to provide for proper contract acquisition in accordance with company and program requirements, and customer specifications ·    Consolidating staffing needs across the program and coordinating with functional management to staff and de-staff, as needed ·    Maintaining program Sharepoint ·    Maintaining program process documentation ·    Maintaining program lessons learned database and implementation plans ·    Creating and maintaining appropriate program metrics to aid in cost & schedule saving and quality improvement initiatives ·    Coordinating internal reviews of customer contract change requests to ensure that appropriate impacts are captured and proposed ·    Utilize Earned Value Management to aid in business management of the program ·    Manage the development and presentation of all major program review including but not limited to the instrument Pre-Environmental Review and Pre-ship Review
The selected candidate will be able to: ·    Lead a group of individuals with different expertise ·    Quickly grasp engineering concepts, particularly in the Remote Sensing industry ·    Demonstrate excellent communication skills with the ability to clearly communicate program objectives through presentation, written and verbal format ·    Foster and promote a teaming environment across organizational boundaries ·    Work cohesively and directly with other functional organizations, company leadership and internal and external customers ·    Make decisions in a timely manner, offer guidance and work cooperatively with a multitude of organizations ranging from technical, program, finance, and supply chain for seamless contract administration ·    Be a role model for diversity and inclusion through seeking out and including diverse opinions and perspectives, has the ability to solve complex problems by actively seeking information and new ideas from a variety of sources ·    Demonstrate commitment and energy to meet customer needs. Basic Qualifications:
·    Bachelor’s Degree in a STEM (Science, Technology, Engineering, Mathematics) field & 5 years of relevant technical work experience ·     2+ years of project leadership experience including cost and schedule management ·     1+ year of functional management experience including managing and forecasting workload ·     Experience with proposal development ·     Experience with maintaining metrics ·     Ability to obtain & maintain a DoD secret security clearance (US Citizenship Required)

Preferred Qualifications:  ·       Master’s Degree in a STEM field ·       7 years of relevant technical work experience ·       3+ years of project leadership experience ·       2+ years of functional management experience ·       Cost Account Management experience using an Earned Value Management System (EVMS) ·       Proposal Management experience ·       IWO Management experience ·       Experience with developing metrics ·       Experience with direct customer coordination ·       Current & active DoD security clearance
