Northrop Grumman's Manufacturing Operations Engineering organization is seeking a Staff (level 5) Chief Engineer -Manufacturing Integrated Product Team (IPT) Lead to act as the overall Project Lead for the transition of the SMT (Surface Mount Technology) Manufacturing Cell from our Linthicum, MD site to our Elkridge, MD site. 

The IPT Lead will lead all aspects of the SALT (Space and Autoline Technologies) project, a new circuit board manufacturing facility that will be transformed into a 50,000 SF, ISO8 Cleanroom with a focus on Space Electronics and High Volume SMT manufacturing.

This IPT Lead will:

  • Ensure that the project is completed in a timely fashion and within budget
  • Designate project resources, prepare budgets, monitor progress, and keep stakeholders informed the entire way
  • Manage all aspects of preparing the new facility, as well as coordinating the transition of SMT operations to the site without impact to production of hardware

Northrop Grumman's IPT Leads are typically responsible for a product line, or a group of product lines, moving through multiple Commodities cells. Those products may be mature, high volume products or low volume initial non-deliverable engineering development products.

Typical IPT Lead responsibilities include:

  • act as the main point of contact for all manufacturing engineering related activities for your product within the cell
  • monitor product performance, quality, delivery, and cost metrics; highlight detractors and gather resources to resolve them
  • collaborate closely with process engineering peers as well as multiple other functional groups supporting shop floor, program office, and customer (quality engineering, manufacturing supervision, production, operations, design engineering, program management)
  • drive root cause corrective action efforts
  • identify continuous improvement opportunities; create solutions and lobby for funding
  • review and handle product on the shop floor
  • lead communications outward from the shop floor, through yield meetings, situations reports, problem resolution charts, etc.
  • gather and document efforts related for non-recurring cost for initial product startup as well as support manufacturing readiness reviews
  • coordinate between non-deliverable hardware requestor and manufacturing operations/engineering

Basic Qualifications:

  • Bachelor of Science degree or higher in Engineering or related STEM area
  • 14 years of relevant professional experience (or 12 years with an MS; 9 years with a PhD)
  • Manufacturing or Engineering experience
  • Experience managing or leading projects and/or people
  • Familiarity with Design of Experiment (DOE), Statistical Process Control (SPC), and 6 sigma concepts for process development
  • Knowledge of Geometric Dimensioning and Tolerancing (GD&T)
  • Fluency in MS Office software applications
  • Ability to obtain and maintain a US Secret Security Clearance (US Citizenship is required.)

Preferred Qualifications:

  • CCA (circuit card assembly) or electronics manufacturing experience


Salary Range: $149,000 USD - $223,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
