Senior Principal Operations Project Manager (OPM) – Capture, Proposal Lead

The Northrop Grumman Mission Systems Sector - located in Linthicum, MD - has an immediate need for a Capture, Proposal Lead Operations Project Manager (OPM). This individual will be reporting to the OPM Director of the Tactical Fighter Programs.  The OPM must be a self-starter, self-motivated individual who can work in a fast paced environment. 

The responsibilities of an OPM include: 
•    Manage the execution of a proposal effort, working closely with the program, manufacturing and support functions to be able to bid the actual touch labor hours to build the hardware, as well as the support to keep the program running through its life cycle.   
•    Achieving targeted cost and schedule requirements.
•    Facilitating internal meetings in a way to support design, production, and problem resolutions.
•    Developing and identifying risks and opportunities for all Operations scope. With the ability to be able to quantify and provide resolution. 
•    Representing manufacturing as a subject matter expert at Non Advocate Reviews / Independent Cost Evaluations (NARICE).
•    Supporting and generating proposal documentation as needed to foster new work.
•    Creating Basis of Estimate (BOE).
•    Analyzing factory labor estimating tool (FLE).

The OPM candidate must possess excellent communication skills - both verbal and written; strong interpersonal skills; a good problem solving mindset; and the ability to present program visibility at internal/external meetings to all levels of management including executive level.

This is not a Manager job. This is an individual contributor role.

Basic Qualifications for a level 4 (Senior Principal): 
•    A Bachelor's degree and 10 years of relevant work experience or 8 years of relevant work experience with a Master's degree
•    Experience in manufacturing and proposal work
•    Experience with cost, schedule, project leadership, and/or process improvement
•    Current Secret clearance 
•    Experience with SAP or other Enterprise Resource Planning (ERP) system and MS Office applications including Excel, Word, Project, and Power Point

Preferred Qualifications: 
•    Master’s degree in Engineering or Business Management
•    Experience with bases of estimates, shop order creation, and Earned Value Management Systems (EVMS)
•    Experience in Global Supply Chain
 

MANUMS

Salary Range: $99,200 USD - $148,800 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
