Northrop Grumman Space Systems is seeking a Contracts Manager 2 to join its team of qualified and diverse individuals supporting its Payload and Ground Systems Division (PGSD). The successful applicant will assume contract management responsibilities for the Integrated Thermal Systems (ITS) Operating Unit under the Space Components and Strategic Businesses Business Unit, which has a primary presence in Beltsville, MD.  The successful candidate will be a direct report to the SC&SB BU Contracts Manager, and work closely with the ITS Product Director, Proposal and Program Managers, and other functional leadership. SC&SB BU is experiencing unprecedented success and growth, therefore the successful candidate must have the proven ability to pursue and manage domestic and international contracts. In this role, the successful candidate will be responsible for all aspects of the ITS contracts portfolio delivering strong customer satisfaction, successful financial performance and risk mitigation.The Contract Manager’s responsibilities will include but are not limited to:
  • Review and approve contractual documents for protection of the company's contractual/risk posture, satisfaction of contractual requirements and adherence to company policies and therefore a keen attention to detail is essential.
  • Planning and executing successful contract negotiations of a complex nature and achieving targeted profit rates as well as favorable terms and conditions to assist in meeting profit and cash goals.
  • Regular and proactive interface and effective collaboration with program, technical and operations organizations in order to provide guidance and direction based upon the requirements of the tender and resulting contracts. 
  • Ability to make decisions in a timely manner, offer guidance and work cooperatively with a multitude of organizations ranging from technical, program, finance, supply chain, export and security. 
  • Be a role model for diversity and inclusion through seeking out and including diverse opinions and perspectives, has the ability to solve complex problems by actively seeking information and new ideas from a variety of sources.
  • Demonstrate commitment and energy to meet customer needs with the ability to provide concise and effective communication through presentation, written documentation or email format with different levels of Management is key.
  • Administers, extends, negotiates and terminates standard and nonstandard contracts.
  • Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
  • Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.
Candidate's ability to build strong customer intimacy and employee engagement is a key priority to assist with growing this important international campaign business area.Basic Qualifications:
  • Bachelor’s Degree with 10+ years of relevant experience in contract administration/management.
  • Experience negotiating and administering various contract types of varying sizes and types of agreements with the DoD and Intelligence Community.
  • Thorough understanding of the requirements of applicable government regulations, including the FAR, DFARS and ITAR.
  • Advanced proposal development and negotiation skills.
  • Ability to function independently and effectively with competing priorities and deadlines in a fast-paced, hands-on secured environment.
  • Ability to travel several times annually.
Preferred Qualifications:
  • Master’s degree or equivalent professional certification.
  • Prior international and commercial pursuit experience, experience with products and services sold directly or indirectly to a foreign customer is a plus.
  • Good understanding of international/commercial contract terms and conditions including experience with preparation of formal responses to customers, negotiations of terms and conditions, and administration of contracts of various types for a variety of international customers.
  • Demonstrated ability to effectively communicate with and influence others.
  • Excellent problem solving and decision making skills that support accomplishment of discipline objective to resolve complex problems and minimize risk to the Corporation.
  • Ability to work independently and make independent decisions, ensuring high levels of collaboration with stakeholders and subject matter experts.
  • Excellent oral and written communication skills.
  • Dynamic self-starter with strong attention to detail.

Salary Range: 116200 - 174200
Salary Range 2: 110900 - 166300

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
