Northrop Grumman has an opening for a Level 2 or Level 3 Principal Proposal Analyst our team of diverse, qualified individuals! This position will be hybrid - mostly remote with the ability to come into the office for trainings and meetings on site in San Diego, California.
Essential Functions:
Develops, plans and schedules proposals
Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments
Researches and analyzes historical data, develops cost models to support proposal efforts
Coordinates activities and participates in fact-finding meetings
Participates in should-cost and pricing reviews with management and customer representatives
Participates as a member of the contract negotiating team
Basic Qualifications for Level 2 Proposal Analyst:
Bachelor's degree with 3 years of experience or a Master's Degree with 1 year of experience in the following areas: Proposal Development, Business Administration, Accounting, Finance, Economics, Pricing, Estimating and/or related experience
Experience with government proposal process
Knowledge and understanding of labor/material estimating, proposal analysis, and proposal adequacy as prescribed in DFARS
Experience with Microsoft Office Suite (Excel, Word & PowerPoint)
Basic Qualifications for Level 3 Principal Proposal Analyst:
Bachelor's degree with 6 years of experience or a Master's Degree with 4 years of experience in the following areas: Proposal Development, Business Administration, Accounting, Finance, Economics, Pricing, Estimating and/or related experience
Experience with government proposal process
Knowledge and understanding of labor/material estimating, proposal analysis, and proposal adequacy as prescribed in DFARS
Experience with Microsoft Office Suite (Excel, Word & PowerPoint)
Preferred Qualifications:
MS Excel with Pivot tables, VLOOKUP and Macros
Auditing experience highly preferred
Experience with Propricer, Basis of Estimate Development Software, SAP
Excellent oral and written communication skills
Ability to effectively manage competing priorities and deadlines
Ability to handle multiple tasks in a fast paced environment
Excellent problem solving and organizational skills
Expertise in financial analysis
Knowledge of FAR/DFARS
