Northrop Grumman Aeronautics Systems Sector is seeking a Contracts Manager 3 to join its team of qualified, diverse individuals to lead the Contracts organization for the Research & Advanced Design (R&AD) Division in Redondo Beach, CA.
The selected candidate will have management responsibilities for all aspects of Contracts within the R&AD Divisional portfolio from the business development phase through contract closeout, delivering strong customer satisfaction, successful financial performance, and risk mitigation. The successful candidate is preferred to be a proven leader and have demonstrated breadth and depth of experience managing contracts and captures with diverse set of customers/agencies including domestic and international content. This position will report directly to the Director of Contracts for the Air Dominance, Apex, and R&AD Divisions with dotted-line reporting to the R&AD Director of Business Management.
Essential Functions:
- Builds and leads a team of highly motivated and effective contracts professionals, providing objective-oriented guidance and dynamic leadership to inspire successful performance.
- Partners closely with Divisional leadership, Program Managers, and Business Managers, Capture Managers, Law Department, and other Functional Managers to develop and implement proposal and execution strategies.
- Develops, reviews, and approves contractual documents for protection of the company's contractual/risk posture, ensures satisfaction of contractual requirements, plans and executes successful contract negotiations of a complex nature.
- Serves as the primary interface with customers, regularly and proactively interfacing and collaborating with procuring contracting officers (PCOs) and administrative contracting officers (ACOs).
- Administers contracts, inclusive of the following responsibilities: ensures compliance with all contractual requirements, interprets contract requirements for program leadership, drafts formal correspondence, coordinates CDRL submittals with stakeholders, ensures timely invoicing and payment, and reviews and executes contract modifications.
- Conducts proposal preparation for competitive and sole source proposals. Serves as the lead for the proposal contracts volume.
- Reviews and provides feedback on customer RFIs, draft RFPs, and RFPs. Guides the program on the implications of model contract terms and conditions.
- Facilitates the proposal review process and ensures internal reviews are conducted in accordance with company policies and procedures. Partners with P&E and the Capture team to create briefings for internal reviews.
- Acts as a role model for diversity and inclusion through seeking out and including diverse opinions and perspectives, solving complex problems by actively seeking information and new ideas from a variety of sources.
Basic Qualifications:
- Bachelor’s degree from an accredited university and 9+ years of experience in Contracts or a related field OR Master’s degree from an accredited university with 7+ years of experience in Contracts or a related field.
- Prior experience with DOD prime contracts and a variety of contract types such as Cost Plus, Fixed Price, T&M, OTA, etc.
- Excellent communication skills, both written and oral, with the ability to use concise and effective communication in informing, presenting, and negotiating to all levels of management.
- Team player, independent, proactive, possesses excellent problem solving and organizational skills with a willingness to work collaboratively as part of a dynamic Divisional leadership team.
- Demonstrated understanding of and experience with the FAR and DFARS.
- Active Secret clearance.
Preferred Qualifications:
- Prior experience working on both sole source and competitive acquisitions.
- Strong customer orientation and relationship building abilities.
- Strong problem solving and analytical skills; ability to make recommendations and provide guidance to effectively drive projects to completion.
- Able to deal effectively with competing priorities and deadlines, and able to handle multiple tasks in a fast-paced environment.
- Prior experience as a contracts manager leading a team of contracts professionals; proven ability to attract top talent, build a top performing contracts team, and dynamically lead, inspire, motivate, and engage a team of Contracts Managers and Administrators.
