Northrop Grumman Mission Systems is seeking a Manager of Contracts 2 to join its team of qualified and diverse individuals supporting the Sensing and Secure Solutions Operating Unit (S3 OU) within the Networked and Information Solutions Division, Cyber and Information Solutions Business Unit (BU).
This position is based in Annapolis Junction, MD with some opportunity for a hybrid work schedule. An active TS/SCI clearance is required for this position.
The Contracts Manager will report directly to the Cyber and Information Solutions (CIS) Sr. Manager of Contracts, Pricing and Government Property. The Manager will partner with the OU Director and the OU Business Manager to ensure all contractual, pricing and government property requirements are achieved in support of the OU’s financial and strategic objectives.
What You Will Get To Do:
As the Manager of Contracts, you will lead a team of professionals responsible for shaping of acquisitions, proposal development, negotiations, administration of contracts, and contract closeout, while ensuring that all work products are compliant with company policies, legal requirements, and customer specifications. As the Manager of the department, you will partner with the OU leadership team to support the OU business portfolios, including capture of new business. This position also requires general knowledge of Government Property management and Pricing policies and principles.
As Manager you will be required to provide objective-oriented direction utilizing management guidelines, general policies and maintain a strong level of engagement by inspiring, motivating and developing a team of professionals.
Responsibilities include:
Direct management, oversight, and career development of a team of Contract Administrators.
Fostering and maintaining relationships with internal and external customers.
Interfacing with site management regarding all contracts, pricing and government property related matters. Identifying, developing, and recommending risk mitigation strategies.
Developing solutions to complex management, contracts, pricing, and property concerns. Advising management of contractual rights and obligations.
Providing adequate resourcing and oversight to ensure execution of the goals of the organization.
Ensuring all proposals are compliant with our estimating system policies and requirements. Ensuring compliance with company contracts guidelines and policies. Ensuring compliance with our government property system polices and requirements.
Ensuring proper administration and management all aspects of the contract lifecycle including shaping of acquisitions, proposal development, negotiations, administration of standard and nonstandard contracts, and closeout of contracts.
Qualifications:
Basic Qualifications:
Bachelors degree with 8 years of experience in a defense contracting environment to include demonstrated experience with DoD and Intelligence Community customers; OR – a Master’s degree with 6 years of of experience in a defense contracting environment to include demonstrated experience with DoD and Intelligence Community customers
Minimum TS/SCI clearance required,
US Citizenship
Demonstrated expertise in FAR/DFAR, customer relations, all phases of the contract lifecycle, and contract types including but not limited to Cost type and FFP.
Preferred Qualifications:
Active TS/SCI with Polygraph
JD or MBA
Familiarity with SAP based systems.
NCMA Certification (CPCM, CFCM and/or CCCM)
Advanced knowledge of MS Office (Excel, PowerPoint, Word).
