Northrop Grumman Mission Systems Sector, Airborne Multifunction Sensors (AMS) Division, Advance Mission Capabilities (AMC) BU, is seeking a Contracts Manager 1 to join our team in Linthicum, MD. This position will support the Electro Magnetic Warfare (EMW) Systems OU and EA-18G Growler Block II (GBII) Program area.
This manager position will lead the GBII contracts team which includes early acquisition, research & development, and prototype programs with multiple contract types and both Prime and USG customers. The successful candidate will work closely on a day-to-day basis with the OU Directors, program managers, business management team, GSC, operations manager, engineering, and other functional teams supporting the EMW Systems OU.
Responsibilities of the GBII Contracts Manager include supporting proposal and negotiation efforts with existing customers, training, leading, and mentoring a team of Contracts Professionals, and supporting Business Development in the shaping and capture of new business pursuits. The ability to build and maintain strong customer relationships is also a key priority of the AMC BU and the Contracts team.
The GBII Contracts Manager must possess the ability to work collaboratively with the Program team, effectively manage external customers, and provide guidance and direction based upon the requirements of the contracts. Must have strong leadership and interpersonal skills and be a strategic thinker.
The GBII Contracts Manager will manage a team that: Administers, extends, negotiates and terminates standard and nonstandard contracts. Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.
A hybrid work arrangement may be considered. It is anticipated that the needs of the program will require the GBII Contracts Manager to be in the office a minimum of three (3) plus days a week to support the needs of the business.
Basic Qualifications:
Bachelor’s Degree and 5 years experience working in Contracts Administration or related field or 3 years with a Master’s degree
Demonstrated knowledge of Contracts Administration in a FAR/DFARS environment
Experience negotiating and administering various contract types of varying sizes and types of agreements
Strong proposal development skills, solid negotiation skills, and excellent written and verbal communication skills
Active DoD Secret clearance
Preferred Qualifications:
Background in DoD contracting, prior experience with the USG and/or Major Defense Contractor customers
Demonstrated 1+ years of leadership or supervisor experience
Experience working development and manufacturing programs
Current DoD Top Secret clearance is preferred
MBA or JD is a plus but not a requirement
