Northrop Grumman Defense Systems, Missile Products Business Unit (BU) is seeking a Contract Manager 2 to join our team of qualified, diverse individuals within the Fuze & Warhead Operating Unit (OU), located at Plymouth, MN. This high visibility position requires excellent oral and written communication skills, regular interaction with cross-functional teams and various levels of executive management. The OU Contracts Manager will need to provide contractual strategy leadership, as well as have the ability to mentor and train assigned staff (2 personnel at varying levels) and to manage all contract administration efforts for a variety of design, development, and production programs within the Fuze & Warhead OU business lane. The OU has a varied portfolio of contract types, including FFP, CPFF, CPIF, T&M, and numerous Other Transaction Agreements. The OU acts as a prime contractor directly to the U.S. Government and also as a sub tier supplier to major prime customers. Although this position is based in Plymouth, MN, the OU also operates out of the Allegany Ballistics Laboratory (ABL), WV, and extensive interaction with ABL teams and leadership, and occasional travel to ABL, will be required.
Essential Functions:
Ability to provide leadership, training, and guidance to 2 or more Contracts Professionals as direct reports
Active engagement with the Fuze & Warhead Operating Unit Leader and Air and Surface Launched Market Segment Leaders at the Plymouth, MN, location
Advises program teams and management of contractual rights and obligations; compiles and analyzes data; and maintains historical information
Responsible for direct reports’ performance in all facets of contracts administration support
Ability to be the aligned primary interface with the customer
Supports the facilitation of the proposal development and review process and ensures internal reviews are conducted in accordance with company policies and procedures
Acts as the direct Contracts liaison with the Missile Products Business Unit Legal team on all matters requiring Legal review/approval
Builds and leads a team of highly motivated and effective contracts professionals
Administers contracts which includes the following responsibilities, ensures compliance with all contractual requirements, interprets contract requirements for program and functional leadership, drafts formal correspondence, coordinates CDRL submittal with all stakeholders, ensures timely invoicing and payment, and reviews and executes contract modifications
Basic Qualifications:
This position emphasizes skills and experience. Will consider a high school diploma or equivalent (GED) with at least 14 years of Contract Administration relevant experience, 10 years of relevant experience with Bachelor's degree or related discipline or a Master's degree with 8 years relevant experience
Demonstrated ability to lead teams and develop talent, 2+ years of management experience
Prior experience with DOD contracts or subcontracts and a variety of contract types such as Cost Plus, Fixed Price, etc.
Must have demonstrated proficiency and strength with verbal, written, PC, presentation, and communication skills within all levels of the organization
Demonstrated understanding of and experience with the FAR and DFARs
Strong proposal development skills, senior level negotiation skills and excellent oral and written communication skills
Preferred Qualifications:
Demonstrated ability to effectively communicate with and influence others to include mentoring and developing a team
Strong problem-solving skills and the ability to be flexible and change directions when needed
Ability to work independently and make independent decisions, ensuring high levels of collaboration with stakeholders and subject matter experts
Must possess excellent decision-making skills that support resolution of complex problems while minimizing risk to the Corporation
Must be able to obtain US Secret level government security clearance
