Northrop Grumman Aeronautics Systems (NGAS) is seeking either a Principal Program Cost Schedule Control Analyst or a Senior Principal Program Cost Schedule Control Analyst to join our team of qualified, diverse individuals. As part of a Sector level Home Room team, the selected candidate will have the ability to help shape our programs’ ability to meet challenging customer compliance requirements. Tasking will include guiding programs with interpretation and execution of Earned Value compliance, process and procedure guidance and training, subcontractor compliance, and resolution of program execution issues across the NGAS suite of programs. The ideal candidate will have a strong background in Earned Value Management, Planning, Program Control, and subcontractor surveillance. This position will be located on-site in Palmdale, CA.
Essential Functions:
Serve as the EVM focal point between technical, cost, schedule, and program management teams
Build partnerships with program personnel to support program execution while maintaining compliant EVM implementation in accordance with EIA-748 and corporate command media
Develop and deliver Program Execution, EVM, Agile, and Best Practice training to build a shared understanding and increased capability of compliance and best practices to support program execution
Identify and implement EVM process & procedure updates and improvements
Monthly review of DCMA Earned Value Compliance Metrics (DECM) for independent analysis of program risk areas, reporting of issues to senior management, and supporting program execution team in finding suitable resolutions
Review, analysis and corrective action assessment on common cost / schedule management data non-compliance issues related to IPMR, IMPDAR, CFSR, Estimate At Completion (EAC), Variance Analysis Reports (VAR), reconciliation logs, etc
Facilitate Variance Analysis Report (VAR) and Estimate at Complete (EAC) development and approval
Provide guidance, oversight, and approval of program baseline implementation and changes
Lead and participate in both internal and subcontractor EVMS surveillance
Support Defense Contract Management Agency (DCMA) reviews/audits
Familiarity with Earned Value Management principles, practical knowledge of EIA-748 standards, experience with Customer, Internal, and DCMA Earned Value surveillance activities
Understanding of common cost management tools such as MPM and / or COBRA
Understanding of common scheduling tools such as MS Project, Primavera, or Open Plan
Basic Qualifications for Principal Program Cost Schedule Control Analyst:
Bachelor's degree with 5 years of cost/schedule management and/or business-related experience, or a Master's degree with 3 years of experience in the following areas: Cost Scheduling, Program Control, Scheduling, Financial Analyst and/or related industry experience.
Extensive experience with Earned Value Management
Microsoft Office including Excel with Pivot tables, V-Look ups, and Macros & PowerPoint
Candidate must have an active DoD Secret Clearance and the ability to obtain Special Program Access
Ability to work on-site weekly at selected location
Basic Qualifications for Senior Principal Program Cost Schedule Control Analyst:
Bachelor's degree with 9 years experience or a Master's degree with 7 years of experience in the following areas: Cost Scheduling, Program Control, Scheduling, Financial Analyst and/or related industry experience.
Extensive experience with Earned Value Management
Experience interfacing with government audit agencies such as the DCMA and the Defense Contract Audit Agency (DCAA)
Candidate must have an active DoD Secret Clearance and the ability to obtain Special Program Access
Ability to work on-site weekly at selected location.
Preferred Qualifications:
Experience with common cost management tools such as MPM and/or COBRA
Experience with common scheduling tools such as MS Project, Primavera, Empower and/or Open Plan (OPP)
Experience leading programs in audits / reviews government agencies such as the DCMA and the Defense Contract Audit Agency (DCAA)
Extensive experience with Subcontractor surveillance and data management
Previous Special Access Program (SAP) clearance
