Northrop Grumman Mission Systems Sector is seeking a Principal or Senior Principal Program Cost Control Analyst to support the Advanced Communications Apertures Operating Unit of the Networked Information Solutions (NIS) division.

This position is located in Linthicum, MD and is a full-time on-site position.

This Program Control Analyst position will report to the Advance Communications Apertures OU Business Manager,  and will be responsible for leading various programs business management functions.  The individual will interact with various department and operating unit staff to implement program financial reporting and analysis.  In addition, the Analyst will interface with program managers, functional management, control account managers (CAMs) and other business management staff to provide financial support and analysis. 

Roles and responsibilities include, but are not limited to:

  • Sets up cost control system, monitors and controls costs and schedules on contracts requiring validated cost schedule control system.
  • Support audits and reviews requested by programs, customers, and company management. fact-finding and negotiation support.
  • Prepares budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, cash forecasting, and variance analysis.
  • Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.
  • Perform analysis and prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
  • Support the preparation and coordinate of financial forecasting and reporting, Annual Operating Plan and Resource Plan
  • Provide and Prepare financial inputs to internal reports and presentations(IPRS, Dashboards, BARs, Etc.)
  • Perform Earned Value Metric (EVM) tasks including: Work Breakdown Structure (WBS) development, budget baseline, cost risk analysis/ assessment and visibility reports, development and analysis of estimates to complete.
  • Ability to mentor early career business (PCA) professionals

This position may be filled at either a Principal or Senior Principal Level based on the qualifications outlined below.

Basic Qualifications for a Principal level:

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field with 6 years of related professional experience - OR - a Master's degree as described above with 4 years of related professional experience
  • Experience with Earned Value and performance measurement baseline concepts and ability to apply them to multiple contracts, CLINs and control accounts.
  • Ability to use financial systems, with hands on cost performance reporting/analysis skills
  • Willingness and ability to travel 10% of the time.
  • Current/Active Secret Level Security Clearance

Basic Qualifications for a Senior Principal level:

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field with 10 years of related professional experience - OR - a Master's degree as described above with 8 years of related professional experience
  • Experience with Earned Value and performance measurement baseline concepts and ability to apply them to multiple contracts, CLINs and control accounts.
  • Ability to use financial systems, with hands on cost performance reporting/analysis skills
  • Willingness and ability to travel 10% of the time.
  • Current/Active Secret Level Security Clearance

Preferred Qualifications for both levels:

Experience with COBRA and PM COMPASS, SAP and EVMS reporting experience

Salary Range: $82,400 - $123,600
Salary Range 2: $102,200 - $153,200
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
