Northrop Grumman Weapons Systems is currently seeking a Principal Cost Estimating Analyst Level 3 or Sr. Principal Cost Estimating Level 4 for our Elkton, Maryland location. 

The Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers.  The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY, and Palm Beach Gardens, FL.

Elkton, Maryland is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore. Discover charming small towns, parks with miles of trails, specialty and antique shops, award winning restaurants, and inns.  You can hike, bike, camp, bird watch, ride horseback, or drop a fishing line.  Five rivers, Chesapeake Bay and the C&D Canal can be explored by boat or by land. Position Summary:

This position is responsible for partnering with the proposal manager and the rest of the proposal team to respond to customers request for pricing (RFP). The role is responsible for generating proposal input in conjunction with other proposal team members to generate cost estimates.  This may include developing labor and material estimates, cost volumes, creating program structure and time phasing, and developing and applying standards.  The Cost Estimating Analyst will prepare and assist the proposal manager with delivering presentations in management pricing reviews.

The Candidate must be proficient in managing and prioritizing multiple project-oriented tasks effectively while working both independently and in a team-oriented environment. Candidate must be able to review request for proposals and derive requirements as well as identify risks and opportunities to the cost estimate. The selected candidate must work well in cross functional teams and be able to make timely decisions possibly without 100% of the data available. The analyst must develop business cases, participate in pricing reviews, and be comfortable presenting to senior leadership. The analyst will be required to participate in the customer negotiation process, support potential audit activities, and prepare cost volume reports.

Basic Qualifications for Associated Cost Estimating Analyst Level 3:

  • This position emphasized skills and experience. Must have 6 or more years of finance experience. Will also consider a Bachelor’s degree in Accounting, Finance, Business, or related field from an accredited 4 year college or university (will be verified)
  • Advanced knowledge of Microsoft Excel with past experience building complex spreadsheets including macro development
  • Strong analytical skills and attention to detail

Basic Qualifications for Cost Estimating Analyst Level 4:

  • This position emphasized skills and experience. Must have 10 or more years of finance experience. Will also consider a Bachelor’s degree in Accounting, Finance, Business, or related field from an accredited four-year college or university (will be verified) and 8 years of experience or a Master’s degree in Accounting, Finance or related field
  • Minimum of 3 years of experience in Cost Estimating/cost proposal preparation
  • Advanced knowledge of Microsoft Excel with past experience building complex spreadsheets including macro development
  • Strong analytical skills and attention to detail

Preferred Qualifications

  • Experience with ProPricer and CostPoint  
  • Knowledge of FAR/DFAR/CAS 
  • Aerospace and/or DoD working experience   
  • Working knowledge/capability of using VBA to create and edit macros 
  • Ability to read drawings and convert drawing information into Bills of Material and program structure 
  • Negotiation experience
Salary Range: $82,400 - $123,600
Salary Range 2: $102,200 - $153,200
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
