Northrop Grumman Defense Systems (NGDS) is currently seeking a EVMS Principal (Level 3)/Sr. Principal Program Cost and Schedule Control Analyst (Level 4) to assist with all business activities associated with several rapidly growing programs. This position is for the Lifecycle Sustainment & Modernization Solutions Operating Unit (OU) and partners with the applicable Program Management Team to establish strategy, prioritize requirements, and achieve financial goals while ensuring the integrity of business processes.
The position will be ideally in Oklahoma City, OK. Applicant must work onsite. This position will be contingent upon award.
Roles and Responsibilities include, but are not limited to, the following:
Serves as the Earned Value Management (EVMS) focal point; Interface with Cost Account Managers and provides monthly cost/schedule data for the program
Build partnerships with program personnel to support program execution while maintaining compliant EVM implementation in accordance with EIA-748 and the NG EVMS System Description
Cost Performance Reporting requirements utilizing COBRA
Reporting variance analysis and preparing cost reviews
Lead the preparation and submittal of monthly IPMR CDRLs (Formats 1-7)
Maintain EVMS compliance including cost/schedule integration
Prepare and maintain spend plans; develop and review Estimates at Complete (EACs); incorporate changes into the EVMS system in order to maintain cost and schedule baselines
Assist Control Account Managers (CAMs) with EVMS activities including: Work Breakdown Structure (WBS) development and alignment; time-phasing of tasks; developing and documenting earned value methodologies; performance measurement; estimate to complete analysis and updates and variance analysis research and reporting
Create financial charts in support of program management and program reviews; identify cost impacts and develop recovery plans as required
Responsible for actuals reconciliation, budget change requests and ensuring proper accounting
Incorporate contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines

Basic Qualifications:
Principal Program Cost and Schedule Control Analyst (Level 3)
This position emphasizes skills and experience. Will consider high school diploma or equivalent (GED) with at least 9 years of profession al related experience. Bachelor’s degree with 5 years of related professional experience - OR - a Master's degree with 3 years of related professional experience.
Use of Deltek Cobra or MPM
Experience with EVMS reviews such as Integrated Baseline Reviews (IBR), Internal Surveillances, EVMS Validation, or DCMA Joint Surveillance Reviews.
Strong computer skills with high-level Excel skills (i.e. working with pivot tables, VLOOKUP, and conditional formatting)
Must be able to work onsite
Sr. Principal Program Cost and Schedule Control Analyst (Level 4)
This position emphasizes skills and experience. Will consider high school diploma or equivalent (GED) with at least 12 years of profession al related experience. Bachelor’s degree with 8 years of related professional experience - OR - a Master's degree with 6 years of related professional experience.
Earned Value knowledge and practical application in the role of Cost analyst, scheduler, EVM compliance, and/or project/program controls role on Government contracts.
Use of Deltek Cobra
Experience with EVMS reviews such as Integrated Baseline Reviews (IBR), Internal Surveillances, EVMS Validation, or DCMA Joint Surveillance Reviews.
Strong computer skills with high-level Excel skills (i.e. working with pivot tables, VLOOKUP, and conditional formatting)
Must be able to work onsite
Preferred Qualifications:
Professional Certifications in Earned Value Management or Project Management a plus
Excellent communication and presentation skills to management and stakeholders
Experience with common scheduling tools such as MS Project, Primavera, Empower and/or Open Plan (OPP)
Experience leading programs in audits / reviews government agencies such as the DCMA and the Defense Contract Audit Agency (DCAA)
