Northrop Grumman Mission Systems sector is seeking a Manager, Capture Management to join our team of qualified, diverse individuals. This position will be located in Charlottesville, VA (remote/telework will be considered) and report to the Operating Unit Director of Maritime Systems & Integration (MS&I) within our Naval & Oceanic Business Unit and subsequently our Maritime/Land Systems and Sensors Division. The position is dual-hated and will oversea unmanned surface vessel (USV) pursuits across the Maritime Systems & Integration operating unit which spans locations in Charlottesville, VA, Ocean Springs, MS, Bethpage, NY and other waterfront locations as well as coordinate the Maritime Systems & Integration operating unit’s positioning for DDG(X) equities through representation on the Integrated Naval Systems (INS) IPT chaired by the Maritime/Land Systems and Sensors Division.  In the USV campaign lead role the individual will provide oversight to capture win strategies/value propositions including business and technical solutions, potential customers, competitive assessments, teaming agreements, price-to win assessments, and pricing solutions. Additionally, the individual will provide oversight of investment requirements development and adherence to budgets; Northrop Grumman’s business acquisition process (BAP) and International Business acquisition process (iBAP) compliance as applicable, timeliness of Gate Reviews, and oversight of other internal briefings such as program oversight and cost reviews and corporate level presentations, RFI responses, ROMs, and Proposals.  As the MS&I Unmanned lead the individual will also work closely with the Unmanned Undersea Vehicle campaign lead and Naval & Oceanic Business Unit Unmanned lead (both located in Annapolis, MD) to ensure a cohesive strategy that takes advantage of synergies within the Business Unit/across Operating Units. In their capacity as the MS&I representative to the Integrated Naval Systems IPT this individual will be responsible for developing and executing a strategy that maximizes the operating unit’s equities on the future DDG(X) program, while simultaneously ensuring that the strategy is well integrated into the overall INS IPT approach, through leveraging synergies amongst other operating units, business units, divisions and even sectors.

Roles and Responsibilities

  • Responsible for winning new business
  • Create business growth through awards meeting ROS requirements.
  • Accountable to and measured against metrics that include but are not limited to, awards, capture rate, win rate, supporting financial goals and market strategies.
  • Develop and sustain competitive capture strategies for USV pursuits and DDG(X) that clearly demonstrate capture value, clear understanding of customer issues, NGMS specific discriminators, assessment of competition, CONOPS, win strategy, PTW, business case and the other requirements in BAP required for each capture through bid submission.
  • Develop capture solutions, craft winning teams, set up black hats, win strategies, price to win teams, CONOPs teams, pricing teams, SCM and procurement teams, HR teams, etc, and conduct initial business case assessments.
  • Lead the team in the development and presentation of strategies and objectives for each opportunity that are well thought out for a bid decision to be made by leadership.
  • Qualifies, pursues, and bids new business opportunities.
  • Develop awareness of the environment to include the customer, the competition and our own situation.
  • Responsible for finding solutions to the customer’s needs that will surpass what the competition can provide and that will lead to a NGMS win.
  • Leading and support innovation and finding new opportunities, overcome obstacles and present a business case that assists the division in reaching its goals.
  • Work in partnership with the customers and assist with issues that arise within the division to ensure we support new business growth and keep current business sold.
  • Apply sound business judgment, innovation in approaching business challenges and the ability to translate a strategic plan into operating results.
  • Always ethical and above reproach in all that they do and maintain the ethical integrity of the capture team and their conduct.

Basic Qualifications:

- BS/BA degree required and 10 years or more of relevant experience to include some capture/business development

experience or Master's degree and 8 years of relevant experience.

- Track record of capture on large/major pursuits.

- Ability to travel internationally

- DoD/Armed Services and International Customer experience, specifically in DoD, FMS and international Direct

Commercial Sales (DCS) acquisition

- Excellent interpersonal skills and verbal and written communication skills

- Active DoD Security Clearance

Preferred Qualifications:

- Prior experience with the DoD and US Navy

- PM experience

- Experience with and expertise with NGC Business Acquisition Process (BAP)

- Greater than 10 years BD or PM experience in a top-tier defense contractor organization.

- International business capture or program execution experience

- Active DoD Security Clearance with ability to obtain TS/SCI and Special Access Clearances, as required.


Salary Range: 147700 - 221500

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
