Northrop Grumman’s Mission System sector is looking for a Manager, Programs Level 2 to support the Naval & Oceanic Systems business unit. This Program / Proposal Execution Lead will report to the Director, Program / Proposal Execution in the Maritime & Systems Integration Operating Unit (MS&I OU).

The primary objective of this position is to establish and manage a new OU infrastructure leading toward increased consistency and rigor in both proposal development and program execution, including sustaining that consistency/rigor through continuous improvement.  Additionally, this Leader will have responsibility for guiding the OU’s migration toward implementation of Agile processes to transform the manner in which the OU operates within a Digital Transformation environment.  This individual will lead cross-functional and cross Line-of Business (LoB) efforts aligned to common OU program performance and growth goals.  The MS&I OU develops over 650 proposals per year across over 50 active programs.  The Program/Proposal Execution Lead will establish tiers to allow for a consistent approach for tailoring proposal execution across the OU. 

The Program/Proposal Execution Lead is ultimately responsible for integrating all aspects of our Program Management and Proposal Leadership Team processes, both programmatically and administratively. This workscope includes functioning as the key Program Point of Contact (POC) with LoB Leadership within the OU, as well as key NGC Program Leads at other sites, as necessary, to collaborate and network with NGC-wide resources to fulfill our mission.

Our OU includes a combination of diverse portfolios from across multiple sites, including Charlottesville, VA, Ocean Springs, MS, and Bethpage, NY, that continue to maintain Profit/Loss responsibility.  It is an important responsibility for the Program/Proposal Execution Lead to enhance the OU’s competitiveness by establishing an organization that works closely with each Line of Business for the following primary elements:

  • Proposal Execution tasking to include, but not limited to, establishment and management of common OU-wide processes and rigor regarding:
    • Maintaining cognizance and tracking across all OU proposal operations, including resources alignment and forecasting
    • Facilitating preparation and execution of front-end Request for Proposal Requirements Reviews and early strategy development at the OU / BU / Division-level, as appropriate
    • Facilitating creation, review and finalization of Statements of Work for programs and key suppliers
    • Ensuring competitive and rigorous Price-to-Win analyses
    • Facilitating comprehensive characterization of Program Risks and Opportunities and consistent use of the associated S-Curves
    • Preparing & tracking adherence to relevant Proposal Checklists, therein ensuring proposal compliance verification
    • Coordination of Independent Proposal Review Teams (e.g., Black Hat and Pink/Red/Gold Teams), as necessary
    • Facilitating preparation and execution of Corporate Compliance Proposal Sign-Off Reviews
    • Working closely with Business Management & Contracts, facilitating preparation and execution of program-relevant Negotiation Models, where appropriate
  • Program Execution tasking to include, but not limited to:
    • Maintaining cognizance of Program activities across multiple LoBs to ensure horizontal integration and application of the best Program Management and Leadership practices from across the company
    • Ensuring that our Programs are adhering to sound Program Management processes in the development, production, test and sustainment of products for our customers and in compliance with company policies, procedures, and quality standards
    • Participating as the OU representative to all Program Management Community of Practice (PM CoP) activities
    • Stewardship of a consistent and common process for development of all OU Intranet Program Review System (IPRS) briefings
    • Driving the OU toward automated IPRS chart generation and eventually a fully online dashboard, leveraging use of the current tableau database
    • Migrating our OU’s Risk & Opportunity Management process to newly established tools for commonality and consistency in risk identification, mitigation and realization metrics
  • Overarching responsibilities will include, but not limited to:
  • Measuring and routinely reporting OU performance on proposal and common program management process implementations
  • Delivering presentations to executive management and other program stakeholders
  • Identifying, allocating and managing program and proposal resources, including workforce planning
  • Adherence to all internal processes, policies, and applicable industry standards
     

Basic Qualifications:

  • Bachelor’s Degree and 9 years, or Master’s and 7 years of experience supporting U.S. Government contracts and customers and/or project management in other industries
  • 3 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager
  • 5 years of demonstrated success leading teams/and or organizations to achieve a common goal
  • Ability to travel domestically up to 25% of the time.
  • U.S citizen and ability to obtain US Government Secret clearance 
  • Strong Program Management support, communication and collaborative people leadership skills are required for this position.

Preferred Qualifications:

  • Prior Program Management, Supply Chain, Manufacturing, or Logistics experience
  • Prior experience with all phases of proposal development, from RFP release to Proposal Requirements Reviews through proposal development / color team reviews and Corporate Compliance Proposal Sign-Off Reviews
  • Experience with discretionary investment and Program financials management
  • Strong background in Program Execution principles and processes
  • Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR)
  • The ideal candidate will have significant experience with program management processes and procedures, will be able to work independently, and will coordinate the work of others to meet Program objectives.


Salary Range: 123900 - 185900

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
