Northrop Grumman Mission Systems Sector in Charlottesville, Virginia has an opening for a Manager Operations Program Engineering 3 in support of Charlottesville Operations.  This manager leads the Charlottesville Operations Project Manager organization ensuring OPMs are prepared to sufficiently execute their assigned production programs to meet cost schedule and quality requirements.  This manager drives results and operational efficiency across all aspects of Safety, Quality, Delivery, Cost and Morale (SQDCM).  As a functional manager, this OPM Manager is also ensures organizational targets are established and met.

The responsibilities of this position include:

  • Providing oversight of OPMs as they execute and status their assigned programs and tasking
  • Ensure projects are delivered on time, to budget and to the required quality standard. This includes detailed project planning and control, managing project scope and change control, and escalating issues where necessary.
  • Ensuring adherence to NG and Operations policies and procedures.
  • Driving favorable Operations Key Performance Indicators (KPIs)
  • Planning and performing to organizational financial budgets
  • Maintaining an effective and engaged staff, including employee training, mentoring and development
  • Performing employee performance assessments
  • Supporting new business opportunities, including proposal/quoting efforts
  • Supporting Operations and Site initiatives
  • Collaborating with other Operation’s leadership in support of SQDCM, Digital Transformation, Best Practices, and continuous improvement opportunities
  • Championing daily Operations GEMBA Walk/Status reporting

To be successful, the manager must demonstrate a highly engaging leadership style, have excellent teamwork and collaboration skills, and excellent written and verbal communication skills. The manager must be able to provide leadership in support of the strategic vision of Operations and the business areas being supported, must demonstrate ability in working with cross organizational teams and customers, must be able to set and clearly articulate goals/priorities and successfully communicate them to key staff, and possess a track record of building high-performance teams, with a particular focus on employee development, engagement, inclusion, and retention.

Basic Qualifications:

  • Bachelor's degree in a STEM Discipline, Business, or related field with 7 years of leadership experience
  • U.S. citizenship with the ability to obtain and maintain a Department of Defense (DoD) Secret security clearance.
  • Working knowledge of Earned Value Management System (EVMS) and Control Account Management (CAM) techniques, which includes program cost and schedule management.
  • Strong communications skills, both verbal and written, interpersonal skills and good problem solving and conflict resolution mindset.
  • Experience with basis of estimates, proposal generation and EAC development.
  • Demonstrated ability to assess problems and generate solutions.
  • Proficiency in Risk & Opportunity and issue management.
  • Proficiency with MS Office applications including Excel, Word, Project, and PowerPoint.

Preferred Qualifications:

  • Bachelor’s Degree in Mechanical Engineering, Systems Engineering, Manufacturing Engineering, Business Management, Business Administration, Communications or other related field.
  • Demonstrated experience as an Operations Project Manager, Project Manager or Engineering Program Manager in leading a team of engineering and/or production personnel in military grade product manufacturing or repair.
  • Demonstrated expertise in the following systems and concepts:
    • Earned Value Management, MRP, and IMS Scheduling
    • Continuous Improvement and Lean Manufacturing
  • PMP Certification
  • U.S. citizenship with an active Department of Defense (DoD) Secret security clearance


Salary Range: $125,700 USD - $188,500 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
