Northrop Grumman Defense Systems is seeking a Systems Engineering Manager 1 to lead the DOD Technical Publications Department in Clearfield Utah, reporting to the Saint Augustine Technical Publications Business Unit. The Systems Engineering Manager will lead a group of technical writers and publication coordinators whose responsibilities include the development of operation and maintenance data supporting Technical Orders for two new USAF program contracts; Deep-Space Advanced Radar Capability (DARC); and Ground-Based Midcourse Defense – Next Generation Interceptor (GBMD-NGI).  This position is a hybrid role, consisting of direct support to programs and people management. 

Job Duties

  • Responsible for daily operations comprised of 5 technical writers and supporting staff to include direct supervision, assignment of work, schedules, day-to-day workflow operating costs in support of 5 Intradepartmental Work Orders (IWO).
  • Oversees the development, incorporation of updates, and delivery of Technical Orders for USAF. 
  • Prepares IWO proposals for his/her Program Manager by calculating estimates for Rough Order of Magnitude (ROM), Basis Of Estimates (BOE), to reply to Request For Proposals (RFP).  


  • Bachelor’s degree with 10 years’ of technical writing experience, or 15 years’ experience in technical publications management in lieu of a degree
  • Proficient in USAF Tech Order MIL-STD, Adobe® FrameMaker & Photoshop, PTC®  Arbortext & IsoDraw, and XPP software
  • Proficient with Project Management Professional concepts
  • Experience in managing technical writers and illustrators
  • Strong leadership, organizational, and problem solving skills, and proficient with MS Office Suite
  • Active DOD secret clearance

Preferred Qualifications: 

  • Experience with preparing Rough Order of Magnitude (ROM), Basis Of Estimates (BOE)

Salary Range: $103,300 USD - $154,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
