Northrop Grumman Space Systems is seeking a Program Control Manager 2/3 to join our team of qualified, diverse individuals.  As the leader of the Business Systems support function within the Division’s Program Planning and Management organization, this position provides the primary interface for Program Teams and Business Operations to guide the implementation and execution of integrated business system processes, tools and practices supporting EVMS programs. The Manager is responsible for supporting and enabling multi-disciplinary project teams to successful execution of highly complex, multi-year advanced technology flight hardware and software projects to contract commitments.  In addition, guidance and expertise for consistent business system startups and business process implementations through active participation in team training and program execution support is provided.

The Manager also operates as focal point and partner with leadership across Sector, Division, Business Unit, Operating Unit, Program and Operations to align best practices, leverage system capabilities and deploy a standardized, efficient and scalable business system supporting an integrated program management environment.  This position is the focal point interfacing and supporting Sector Business Systems and Digital Transformation Office (DTO) business management activities.

This position will be located in Dulles VA.

Roles and Responsibilities include, but are not limited to, the following:

  • Providing a primary interface between Program Business Operations, enterprise business system implementation teams, and Program Management Office.
  • Directing the development, implementation and execution of the standard business system through cross-functional program team coordination and training.
  • Oversight of integrated software tools, including adoption of enterprise web-based applications, and support to Digital Transformation Office solutions and Agile initiatives for enhanced execution with a focus on data-driven visualization, analytics and decision making.
  • Implementing Northrop Grumman Earned Value Management System (EVMS), supporting and facilitating IPMR, IPMDAR, CSDR reporting with an integrated cost, schedule, and performance database synchronized with enterprise and program business rhythms and requirements.
  • Engage with other NG Sectors, government agencies and industry to bring changes / best practices back to the organization for collaboration on solutions / enabling for implementation.
  • Partnering with self-governance and internal surveillance team to streamline data extraction and metrics.

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Basic Qualifications for a level 2:

  • Bachelor’s degree with 7+ years of related experience - OR - a Master's degree with 5+ years of related experience. Additional years of experience accepted in lieu of a degree.
  • Experience in a lead or supervisory role.
  • Experience with baseline planning and scheduling, forecasting and estimating, and/or cost/schedule integration techniques, including subcontractor integration.
  • Experience in critical path analysis, program management reports, risk management tracking and/or corrective action plans.
  • Active DoD Secret Clearance with the ability to upgrade to Top Secret/SCI. US Citizenship is a prerequisite.

Preferred Qualifications for a level 2:

  • Active DoD Top Secret clearance.  US Citizenship is a prerequisite.
  • Experience with Industry standard accounting, project scheduling and cost management software tools such as Cobra, Open Plan, PM Compass, MS Project, Acumen, Costpoint, and/or Cognos.
  • Integrated Baseline Review (IBR) training, preparation and execution experience.
  • Experience with Joint and/or Internal Surveillance Reviews (JSR/ISR) and resulting Corrective Action Requests and Plans (CARs/CAPs).
  • Supporting program surveillance reviews and oversight using DECM.
  • Controlling major subcontractors with compliant earned value systems requirements and IPMR deliverables.
  • Leadership of proposal and change activity with subsequent integration into the PMB.
  • Development and maintenance of EVMS system description and process documentation.
  • Program Management (PMP) and/or Earned Value Management Certification (EVP).

  • Experience in a lead or supervisory role.
  • Experience with Cobra, Microsoft Project or similar software, Costpoint and/or SAP accounting platforms, web-based applications. Experience with cost and schedule integration techniques.
  • Working knowledge of EVMS requirements and integrated business systems supporting programs with either Contract or Company requirement to perform EVM including Integrated Program Management Report Data Item or similar DIDs.
  • Experience with development and maintenance of program tools, process documentation and training material including delivery to small teams and/or larger groups.
  • Active DoD Secret Clearance with the ability to upgrade to Top Secret/SCI. US Citizenship is a prerequisite.

  • Experience with industry standard accounting, project scheduling and cost management software tools such as PM Compass, Acumen, Jira, Cora, Cognos.
  • Deployment and execution of a compliant EVMS, baseline planning, scheduling, forecasting, estimating and material / subcontractor integration.
  • Integrating major subcontractors with compliant earned value systems requirements and associated deliverables.
  • Experience supporting Program Baseline development, Integrated Baseline Reviews, preparation and conduct.
  • Experience with Joint and/or Internal Surveillance Reviews (JSR/ISR) and resulting Corrective Action Requests and Plans (CARs/CAPs). Supporting program surveillance reviews, DECM oversight, compliance and customer / government reviews.
  • Program Management (PMP) and/or Earned Value Management Certification (EVP).
  • Experience in Aerospace and Defense industry.


Salary Range: $130,500 USD - $195,700 USD
Salary Range 2: $155,400 USD - $233,200 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
